The Lahore Development Authority has sealed 42 properties in a crackdown on illegal commercial buildings and properties defaulting on commercial fees. The operation targeted several schemes and LDA-controlled areas across the city.
On the directions of LDA Director General Tahir Farooq, the authority’s Town Planning Wing carried out operations in Faisal Town, Shadman, Main Multan Road and Defence Road. The teams sealed 15 properties in Faisal Town and 12 properties in Shadman-I for illegal commercial use. Another 15 properties were sealed on Main Multan Road, from Thokar to Manga, and Defence Road.
The sealed properties included marquees, restaurants, marble stores, food points, private schools, workshops, showrooms, shops and offices. The operation was conducted under the supervision of Chief Town Planner-I Asad-uz-Zaman.
The LDA said action against illegal commercial buildings and properties defaulting on commercial fees would continue without discrimination, in line with the director general’s directives.
Why the LDA seals properties
The crackdown targets two related violations. The first is illegal commercial use: properties in residential schemes that have been converted into shops, restaurants, schools or offices without permission. The second is non-payment of commercialisation fees, the charges owners must pay when a property is converted from residential to commercial use.
Both cost the city money and create planning problems. Illegal commercial conversions strain water, sewerage and parking infrastructure designed for homes, and they let owners dodge the fees that compliant businesses pay. Sealing the premises is the LDA’s standard enforcement tool: it locks the property until the owner regularises the use and clears the dues.
This is not a one-off drive. The authority has been running a steady enforcement campaign this year. Business Recorder reported a similar operation in which the LDA sealed 43 commercial properties along GT Road, in Allama Iqbal Town and Gulberg, and an earlier August round saw 99 properties sealed with several illegal structures demolished. The pattern is clear: the Town Planning Wing is working through the city’s violation list area by area.
For property owners in Lahore, the message is equally clear. Regularise commercial use and pay the outstanding fees, or face sealing. The LDA has said repeatedly that the operations will continue indiscriminately, which means no scheme is off the list. Owners who believe a sealing was made in error can approach the authority’s Town Planning Wing with their documents, but the broader direction of travel is unmistakable: Lahore’s building rules are being enforced street by street.
