Why you’ll see three different figures — and what each means.

Pakistan’s seventh census — the country’s first digital count, with 1 March 2023 as reference date — produced three Karachi figures, and the confusion between them explains most arguments about the city’s size:

  • Karachi city proper: 18,868,021 — the population within the city’s administrative limits.
  • Karachi Division: 20,382,881 — the full division, including peri-urban areas.
  • Karachi Metropolitan Corporation: 17,895,193 — the municipal corporation’s jurisdiction.

Karachi Division comprises seven districts: Karachi East, Karachi West, Karachi South, Karachi Central, Malir, Korangi and Keamari. Each has its own deputy commissioner, but the city’s governance is famously fragmented — the mayor, the cantonment boards, the DHA, the port authorities and the provincial government all control pieces of the same city, a division of power Karachiites blame for the city’s chronic infrastructure problems.

Who Lives in Karachi

The most ethnically diverse city in Pakistan — by design of its history.

No Pakistani city is as mixed as Karachi. The 1947 Partition made it a muhajir (Urdu-speaking migrant) city; decades of internal migration added Pashtuns (Karachi has one of the world’s largest Pashtun urban populations), Sindhis, Punjabis, Baloch, Memons, Bohras, Ismailis and others. Urdu is the lingua franca, but Pashto, Sindhi, Punjabi, Balochi and Gujarati are all widely spoken.

The American scholar Stephen P. Cohen once observed that if Karachi’s ethnic groups “got along well, it would be an amazingly complex city, a lot like New York” — a compliment that doubles as a diagnosis of the city’s communal tensions. Religiously, the city is overwhelmingly Muslim, with significant Christian, Hindu and Parsi minorities.

Three forces, all still running.

Jobs. Karachi generates a huge share of Pakistan’s GDP, tax revenue and industrial output — the port, the stock exchange, the factories and the services economy pull migrants from every province.

The port. The Port of Karachi and Port Qasim handle the overwhelming bulk of Pakistan’s trade; the entire logistics economy — trucking, warehousing, clearing — is Karachi-based.

Natural growth. With a young population and high fertility, Karachi grows from within as well as from migration — roughly 19,000 births a day nationally, a large share in the city.

The cost of growth is visible: water shortages, traffic, informal settlements (katchi abadis) housing millions, and infrastructure perpetually behind the population curve.
