KP Governor raises police martyrs’ compensation to Rs35m, replaces plots with cash

The KP police welfare scheme has received a major overhaul.Governor Faisal Karim Kundi announced on Friday a revised package that raises compensation for martyred police personnel to as much as Rs35 million and replaces residential plot allotments with direct cash payments.

Kundi spoke at a press conference in Peshawar, saying the measures had been finalised over two to three days with the inspector-general of police and the chief secretary.

What the KP police welfare scheme pays by rank

The revised package increases payments across all ranks. Families of martyred constables, head constables, assistant sub-inspectors, sub-inspectors and inspectors will now receive Rs17 million, up from Rs11 million.

For the families of martyred deputy and assistant superintendents of police, compensation rises from Rs16 million to Rs25 million. Officers in grades 18 and 19, including superintendents, senior superintendents and assistant inspectors-general, will receive Rs30 million instead of the earlier Rs21 million. At the top tier, families of deputy inspectors-general, the inspector-general and officers in grade 20 and above will get Rs35 million, up from Rs21 million.

Injured officers benefit too. Compensation for permanent disability has jumped tenfold, from Rs500,000 to Rs5 million. Payments for severe injuries have risen from Rs100,000 to Rs1.5 million.

Cash replaces plots

The most practical change affects housing. Under the old scheme, families received residential plots, often far from their hometowns. A family from Dera Ismail Khan or Bannu could get land in Nowshera or Swat, creating real hardship.

The new scheme pays cash instead. Families of martyred constables and head constables will receive Rs18 million in place of a five-marla plot. Families of assistant sub-inspectors, sub-inspectors and inspectors will get Rs25 million instead of a seven-marla plot. For officers of superintendent rank and above, the payment reaches Rs70 million in place of a one-kanal plot.

Families and off-duty deaths covered

The package also covers officers’ families, who face danger too. If an officer’s spouse or children are killed in a targeted attack, the family will receive Rs5 million; for parents or siblings, Rs3 million.

Officers killed while off duty are covered as well. Their families will receive Rs4 million for ranks up to inspector, Rs5 million for deputy and assistant superintendents, and Rs7 million for officers in grades 18 and 19.

A new education fund will support the children of martyred officers, including studies abroad. Kundi said he had directed the inspector-general to ask the police welfare department to approach banks and institutions for contributions through their corporate social responsibility funds.

The announcement lands on a grim day

The timing of the package carries weight. On the very day of the announcement, a police officer was martyred in Peshawar repelling an attack by more than 30 terrorists on a checkpost in Hassan Khel. The attack underlined the risks Khyber-Pakhtunkhwa police face every day.

Kundi also addressed the force’s deeper problems. He said police salaries had been raised by more than expected, with details to follow, aiming to beat pay packages in other provinces. He added that 17,000 police posts stand vacant, and he had ordered recruitment and promotions to be expedited.

The governor, who has clashed with the ousted provincial leadership over counterterrorism policy, has been acting as the province’s chief executive since October 11, when governor’s rule was imposed in Khyber-Pakhtunkhwa under Articles 232 and 234 of the Constitution. Emergency has been declared in 12 districts, with the Pakistan Army authorised to assist the civil administration.

What comes next

The package still needs formal notification before payments flow. The direction is clear: higher payments, cash instead of distant plots, and support for families and injured officers alike.

For a force that regularly loses personnel to militant attacks, the package signals that the state recognises the cost of service.
