Trump Says Russia to Supply Diesel to American and Global Markets

A Trump Russia diesel deal will see Russia immediately supply more than 300,000 tonnes of diesel fuel to American and global markets, US President Donald Trump said on Friday following talks with Russian President Vladimir Putin.

Trump said on his Truth Social platform that he had concluded a “highly successful discussion” with Putin, resulting in an agreement to increase Russian diesel supplies. Another 500,000 tonnes would follow during November, and 1,000,000 tonnes immediately after that, he said.

He added that a further 3 million tonnes would be delivered “within a short period”, depending on the condition of Russian diesel refineries. “Diesel prices for Americans and, indeed, the world, will be coming down, in record numbers, and fast,” Trump said.

Priority for farmers, ranchers and truckers

The president described lower fuel prices as a priority, particularly for American farmers, ranchers and truckers, who are heavy diesel users. Diesel underpins freight, farming and much of the goods economy, so a sustained fall would feed directly into transport costs and consumer prices.

Trump also cited what he described as US “total control” of the Strait of Hormuz and reiterated that Iran would not be allowed to obtain a nuclear weapon.

Treasury authorises the supplies

Shortly after Trump’s announcement, the US Treasury Department said on X that its Office of Foreign Assets Control (OFAC) was “immediately issuing a temporary general licence to allow the supply of Russian diesel to the global market”.

The licence is the legal mechanism that makes the deal workable. Russian diesel has been subject to Western sanctions and price-cap regimes, and a general licence carves out permission for the specific supplies Trump announced without a case-by-case approval process.

The Hormuz backdrop to the Trump Russia diesel deal

The announcement sits against months of tension in the Gulf. The US and Israel launched a war against Iran on February 28, prompting Tehran to respond with missile and drone attacks across the region and effectively close the Strait of Hormuz. The conflict has continued for more than seven months, driving up global energy prices as commercial oil traffic through the strategic waterway has effectively halted.

The US and Iran signed a memorandum of understanding in June, following mediation efforts by Pakistan and Qatar, to halt hostilities and pave the way for negotiations, but implementation has stalled amid disagreements over security and navigation in the strait.

Frequently asked questions

How much diesel will Russia supply?

Trump said over 300,000 tonnes immediately, 500,000 tonnes during November, 1,000,000 tonnes right after that, and a further 3 million tonnes within a short period depending on refinery conditions.

Why was a US Treasury licence needed?

Russian diesel is subject to Western sanctions regimes. OFAC’s temporary general licence gives legal cover for the announced supplies to reach American and global markets.

What about the Strait of Hormuz?

Trump claimed US “total control” of the strait, where the seven-month-old Iran conflict has effectively halted commercial oil traffic, driving up global energy prices.
