Stable KP Action Plan Proposes 206 Measures for 27 Departments

An action plan for political and economic stability in Khyber Pakhtunkhwa has been prepared, proposing 206 measures across 27 departments of the provincial government.

According to sources, the 100- to 180-day action plan will focus especially on law and order, the administrative structure, public services and economic stability across the province, including the merged districts. Roads will be constructed and repaired, and the shortage of medicines in hospitals will be addressed.

The plan also includes new furniture for schools, better facilities at health centres, interest-free loans and technical training for young people.

What the plan covers

The proposed measures aim to improve administration and public facilities and make government performance more effective. The provincial government, a former senator and interior minister, departmental advisers and government officers held visits and meetings while preparing the plan.

In civic works, the plan includes repairing around 1,150 major roads, covering eight thousand open manholes, improving cleanliness at four thousand locations, opening 150 blocked drainage routes and restoring 80 parks.

It also proposes the beautification of bazaars and urban buildings in all districts, solar-powered lights on major highways, improvements at Peshawar’s 20 busiest traffic points, and the renovation of GT Road along with the incomplete portions of the Ring Road. The Bannu Bypass is to be constructed and improved, non-functional water supply schemes revived, and sports grounds upgraded.

Health and education pledges

In the health sector, the plan proposes immunisation services at basic health centres, 24-hour facilities at 250 centres, at least 80 per cent availability of essential medicines, and digital monitoring of the attendance of doctors, nurses, helpers and other staff. Selected districts are to get 24-hour functional basic health centres.

In education, the plan includes improving 1,500 schools and addressing the furniture shortage for around 700,000 students. Low-performing schools would go to the private sector, while destroyed or non-functional schools in the merged districts would reopen. Rescue 1122 services are to expand in southern Khyber Pakhtunkhwa.

Youth, energy and minerals

For young people, the proposals include interest-free loans, technical training, employment-linked skills, youth centres in government buildings, sports competitions and the promotion of business and research projects at universities.

In energy, concessional support for solar home systems will go to 65,000 households, especially widows and deprived segments. In minerals, the plan proposes medical check-ups for miners, technical training, digital mining records, and mine-accident centres in Kohat, Abbottabad and Buner.

A plan born of direct federal rule

The action plan arrives six days after governor’s rule was imposed in Khyber Pakhtunkhwa on October 11, placing the province under direct federal oversight. Since then, Governor Faisal Karim Kundi has chaired the first apex committee meeting on security alongside Interior Minister Mohsin Naqvi, signalling that Islamabad intends to run both the security and governance agendas.

The education pledges in the plan also follow the deadly school roof collapse in Peshawar’s Dir Colony, after which Kundi announced a school-safety plan and a UN team visited the site. With the provincial education department itself reporting tens of thousands of dilapidated classrooms, the promise to improve 1,500 schools will be watched closely.

Whether a 180-day plan can deliver where years of provincial administration struggled is the open question. The measures are specific and numbered, which makes them checkable. The next 100 days will show whether Stable KP is a turning point or another document.
