CDA Completes Land Demarcation in Historic Malpur Village Before Anti-Encroachment Drive

ISLAMABAD: The Capital Development Authority has completed the demarcation of government land in Mouza Malpur, Islamabad, ahead of a planned operation against illegal encroachments.

The CDA Malpur land demarcation mapped the boundaries separating state-owned land from privately owned properties, establishing which structures fall within government land. The findings will guide the CDA and the district administration in identifying illegal occupation and deciding where enforcement action is required.

CDA Malpur land demarcation: what it means

A demarcation is the unglamorous step that comes before any enforcement drive. Survey teams fix the official boundary of state land on the ground, plot by plot, so that there is a documented record of what belongs to the state and what belongs to private owners.

That record matters because land disputes in the capital often turn on exactly this question. Where state land and private holdings sit side by side, unauthorised construction can creep across the line over years, and demolitions carried out without a clear survey invite litigation. A completed demarcation gives the authority a map it can defend.

Authorities are now preparing for the anti-encroachment operation, with action expected against unauthorised occupants in accordance with the law, according to ProPakistani.

A village older than the capital

Malpur, also known as Malpur Rajgan or Phulwari, is one of the oldest historic villages in Islamabad. It sits off Murree Road near Rawal Lake, in the folds of the Margalla Hills.

The village predates the capital itself. When Islamabad was planned and built in the 1960s, older settlements like Malpur were absorbed into the new city’s footprint, leaving a patchwork in which ancestral village land, acquired state land and newer development sit close together. That history is precisely why boundary disputes surface here.

The location adds to the sensitivity. Land near Rawal Lake and along the Murree Road corridor carries high value, and enforcement drives in such areas draw close public attention.

The wider enforcement picture

The CDA runs periodic anti-encroachment operations across the capital, from commercial strips to green belts. An earlier drive targeted waste dumping in sectors I-10 and I-11, and the authority regularly acts against unauthorised structures on state land.

For residents of Malpur, the practical question is straightforward: the demarcation will determine whose structures stand on state land and whose do not. The CDA has said enforcement will proceed in accordance with the law, which in past drives has meant notices to occupants before any demolition.

The district administration is expected to coordinate with the CDA once the operation begins. No date for the operation has been announced.

Islamabad’s civic administration has been active on several fronts lately, from trimming the number of security checkposts to addressing access issues at the model jail. The Malpur demarcation adds land enforcement to that list.
