Canada Announces New Express Entry Rules for Permanent Residency Applicants
Canada has announced changes to its Express Entry immigration system. Under the Canada Express Entry new rules, skilled workers will be able to earn additional points for Canadian work experience or job offers in high-wage occupations. Immigration, Refugees and Citizenship Canada (IRCC) says the changes will take effect on November 3, 2026, ProPakistani reported.
Canada Express Entry new rules: the points breakdown
Under the revised Comprehensive Ranking System (CRS), candidates with at least one year of eligible Canadian work experience in a high-wage occupation can receive an additional 20, 40 or 70 points, depending on the wage level.
Applicants with qualifying job offers in high-wage occupations can receive 50, 70 or 100 points based on the offered wage. Candidates who qualify under both categories will receive whichever option gives them more points, as the two cannot be combined.
The maximum points available under the new labour market integration factor will be 150 for applicants without an accompanying spouse or common-law partner, and 140 for those with one.
LMIA requirement dropped for qualifying offers
Another key change is the removal of the Labour Market Impact Assessment (LMIA) requirement for qualifying job offers used to claim the new CRS points. Certain applicants invited from November 3 onward will also be exempt from LMIA-related requirements for job offers used to establish eligibility under the Federal Skilled Worker Program and the Federal Skilled Trades Program, subject to specific conditions.
Instead, IRCC will assess job offers directly to verify their authenticity. That includes checking whether employers are operating legitimate businesses, can meet the employment terms, and comply with relevant labour laws.
Applicants must also hold the qualifications needed to perform the offered work, and revoked job offers will no longer qualify for points.
What it means for Pakistani applicants
Canada has long been a favoured destination for Pakistani professionals, skilled workers and students, and Express Entry is the main route many of them use. The new rules reward two groups in particular: people who have already worked in Canada in well-paid roles, and people holding genuine high-wage job offers from Canadian employers.
For context, Express Entry manages applications under three federal programmes — the Federal Skilled Worker Program, the Federal Skilled Trades Program and the Canadian Experience Class. Candidates enter a pool, receive a CRS score based on factors such as age, education, language ability and work experience, and the highest-ranked candidates receive invitations to apply for permanent residence in regular draws. The new points sit on top of that existing scoring.
IRCC has advised candidates who may qualify for job-offer points to review and update their Express Entry profiles before November 3. However, the department clarified that additional points do not guarantee an invitation to apply, as selection will continue to depend on eligibility requirements and CRS cut-off scores in each draw.
What happens next
The changes take effect on November 3, 2026. Applicants planning to claim the new points should ensure their profiles reflect eligible Canadian work experience or qualifying job offers before that date, and employers should be prepared for IRCC’s direct verification of job offers. Further operational guidance from IRCC is expected closer to the implementation date.
When do the new rules take effect?
November 3, 2026, according to Immigration, Refugees and Citizenship Canada.
Do I still need an LMIA for a qualifying job offer?
No — the LMIA requirement is being removed for qualifying job offers used to claim the new CRS points. IRCC will verify such offers directly instead.
Can I combine work-experience and job-offer points?
No. Candidates eligible under both categories receive whichever option provides more points.
Do the extra points guarantee an invitation to apply?
No. Selection still depends on meeting eligibility requirements and the CRS cut-off scores in each Express Entry draw.
