K-P Orders Safety Audit of School Buildings After Peshawar Roof Collapse
The Khyber-Pakhtunkhwa elementary and secondary education department on Saturday ordered a safety audit of government school buildings across the province, with classes to be suspended in any structures found unsafe.
“The students of the unsafe buildings should be immediately shifted to the nearby schools or other suitable safe premises,” said a departmental letter sent to the director (education). The order follows the Peshawar school roof collapse, which Dawn now reports killed 31 students and a female teacher.
Director (Education) Jaffar Mansoor told Dawn the education secretary had issued the directives after the Peshawar tragedy. “We are conducting a survey of government school buildings, while directions have been issued to the district level formations of the education department,” he said.
What the order says
The departmental letter directs the directorate of education, all district education officers (male and female) and field officers to monitor and verify complaints, videos, photographs and reports about unsafe school buildings. These can arrive through traditional and digital media, departmental channels and other credible sources, including the education department’s own social media accounts.
“Educational activities shall resume only after necessary repairs and fitness certification by the competent technical authority,” the letter reads.
Repairs are to be carried out on a priority basis in coordination with the Planning Wing of the elementary and secondary education department, relevant technical authorities and the communication and works department. Major structural defects must be referred for technical assessment and remedial action.
“All complaints, inspections, risk assessments and actions taken shall be documented. Immediate threats shall be addressed and reported without delay,” the letter says.
The secretary has sought a consolidated district-wise report covering inspections, unsafe buildings, class suspensions, relocation arrangements and remedial measures by October 21.
Districts move separately
Meanwhile, the Peshawar district administration has launched inspections of public and private educational institutions and seminaries to assess building safety.
Administrative officers, accompanied by Rescue 1122 personnel, the communication and works department, Capital Metropolitan Government, the K-P Private Schools Regulatory Authority, EMA and the education department, inspected institutions in different parts of the city.
An official statement said the inspections were meant to assess the structural condition of buildings, review student safety arrangements and check the availability of essential facilities. An audit committee under the district administration will submit a detailed report to higher authorities.
The Lower Dir district administration has also launched a security audit of government and private school buildings. Its district education officer formed a committee of education officers and officials from different subdivisions. Committee members were directed to inspect all public and private schools in two tehsils within four days and submit building audit certificates.
The assistant commissioner of Samarbagh and the subdivision officer jointly inspected Government Primary School Sharboni and found one classroom in a dilapidated condition, ordering class suspensions there as a precaution.
In Swabi, district administration teams launched inspections of public and private educational institutions. Officials told Dawn several schools faced rainwater accumulation problems; Government Primary School Shindand at the district headquarters lacked a proper drainage system. Deputy Commissioner Nasarullah Khan directed inspection committee members to examine all campuses and immediately report potential threats.
The running story
Our desk has followed the Peshawar school collapse since it happened, from the toll reaching 32 as the owner was arrested — 31 students plus the teacher, matching Dawn’s updated figure — and the FIR against the owners and contractor to Sindh’s move to tighten private school safety rules and Punjab’s safety inspections of private schools. The audit is the first province-wide structural response in K-P itself, and it follows our earlier finding that over 37,000 classrooms in K-P schools are in poor condition.
The October 21 deadline for the consolidated district report means the province will soon know the true scale of the risk in its school buildings.
