PM Issues Final Warning to FBR Over Corruption

Prime Minister Shehbaz Sharif issued a final FBR corruption warning on Monday, telling tax officers that dishonesty and poor performance will no longer be tolerated in the Federal Board of Revenue.

Chairing a weekly review meeting on FBR reforms, the prime minister directed officials to speed up the introduction of faceless systems in tax collection and improve transparency, accountability, training and the use of technology.

Officers and staff who improve their conduct and performance should be given an opportunity to reform, the prime minister said. However, those who continue corruption and poor performance will not be tolerated.

Tax gap narrows as audit capacity grows

The meeting was told that Pakistan’s estimated tax gap had declined from 6 percent to 5 percent of gross domestic product over the past three years, a sign that the ongoing reforms are beginning to bite.

The appointment of 957 third-party auditors had increased FBR’s audit capacity fourfold, officials briefed the prime minister.

The prime minister directed the tax authority to keep improving its capacity to address the tax gap and to make sure the ongoing reforms produce results.

FBR corruption warning fits a wider enforcement drive

The warning comes amid a visible push against revenue leakage across the tax and customs machinery. Feature Pakistan has tracked that enforcement trail, including Customs’ seizure of smuggled medicines at Karachi airport, part of a broader crackdown on smuggling that deprives the exchequer of revenue.

An earlier audit found Rs222 billion in irregularities in the communications ministry, a reminder of the scale of fiscal leakage the government is trying to plug.

Why the warning matters now

The FBR’s strategy now rests on three pillars: removing human discretion through faceless assessment, widening the audit net with third-party auditors, and acting against officers who abuse their positions. The prime minister’s message was that all three must move together for the tax-to-GDP ratio to improve.

The narrowing of the tax gap from 6 percent to 5 percent of GDP gives the government a headline number to defend its reform record. But the prime minister’s final warning also signals impatience: the reforms have produced numbers, yet corruption inside the authority remains the obstacle he keeps returning to.

The weekly review meetings will continue, and the next one will test whether the faceless systems and the quadrupled audit capacity translate into higher collections in the coming months.
