November electricity bills Pakistan may deliver a harsh surprise to consumers. The Power Division has projected an extra fuel cost adjustment (FCA) of Rs2.56 per unit. It applies to electricity consumed in September 2026. If approved, the projected FCA would add an estimated Rs32.7 billion to November bills.

Why November Electricity Bills Pakistan May Rise by Rs2.56
Fuel costs rose sharply in September. International fuel prices climbed amid the Middle East conflict. The Strait of Hormuz closure disrupted supply chains. LNG constraints added further pressure. In addition, Qatar invoked force majeure on some cargoes. As a result, generation costs surged across the system.
Meanwhile, Pakistan met its RLNG needs through contracted and spot cargoes. However, expensive fuel pushed the FCA upward. For comparison, August’s FCA stood at Rs1.11 per unit. September’s projected figure is Rs1.45 higher.
How Load Management Contained the Hike
The increase could have been far worse. Officials say the FCA might have touched Rs5-6 per unit. Instead, targeted load management of 2-2.5 hours daily in September cut furnace oil and diesel use. Consequently, the measure saved up to Rs3.44 per unit.
Another relief came from RLNG pricing. The power sector received RLNG at domestic gas prices. This step saved an additional 83 paise per unit. Together, these moves softened the November electricity bills Pakistan shock.
What Happens Next: NEPRA Must Still Approve
Consumers should note one critical fact. This FCA is only a projection, not a final tariff. The CPPA must still file its petition formally. Then NEPRA will hold a public hearing on the request. Therefore, November electricity bills Pakistan will reflect this charge only after NEPRA’s approval.
