The clubs
Lahore’s Football Clubs
Pakistan’s domestic game is built on departmental clubs — teams owned by public institutions — and Lahore has always been one of its two or three great centres alongside Karachi and Rawalpindi.
| Club | Base | Known for |
|---|---|---|
| WAPDA FC | Lahore (WAPDA Sports Complex / Punjab Stadium) | 8× Pakistan champions; unbeaten 2007–08 season; inaugural PPL winners 2004 |
| Pak Elektron (PEL) | Lahore (Model Town Football Academy Ground) | Long-standing PPL departmental side from the electronics giant |
| Lahore district clubs | Across the city | Feeder clubs in the Lahore District Football League, where WAPDA itself began in 1961 |
Flagship club
WAPDA FC: The Watermen
Football at the Water & Power Development Authority began shortly after the WAPDA Sports Board was formed in 1960, with the team playing in the Lahore District Football League by 1961. The club’s rise to national dominance came in stages:
- 1980s–90s: first National Football Championship titles, beating Habib Bank in the final more than once, and a first Asian appearance in the 1991 Asian Club Championship.
- 2000s: back-to-back national titles in 2001 and 2003, then the inaugural Pakistan Premier League title in 2004 — followed by more PPL crowns including the unbeaten 2007–08 campaign, the only invincible season in Pakistani league history.
- 2020s: National Football Challenge Cup wins in 2020 and 2023–24, keeping WAPDA at the top of the domestic game.
In total, WAPDA have been Pakistan champions eight times — four National Championship titles and four Pakistan Premier League titles. The club plays in Lahore at the WAPDA Sports Complex, with big fixtures at Punjab Stadium.

Departmental clubs recruit from the league system — but the modern route for a young player runs through an academy.

Al-Nadi Al-Burhani — Karachi

Karachi Bulls Academy

Pathway
How to Join a Football Club
There is no single draft in Pakistani football. The realistic routes:
- Academy first: enrol at a structured academy (see above) between ages 6–16, play inter-academy tournaments, and get scouted.
- Open trials: the Lahore Qalandars–HRL–Saudi TRA partnership (announced September 2026) is running open trials across Pakistan with PFF collaboration — the same open-trial model that discovered the Qalandars’ cricket stars.
- District leagues: play in the Lahore District Football League; departmental clubs scout these competitions.
- Departmental recruitment: WAPDA, Army, Navy, PIA and banks recruit players as employees — football ability plus the department’s hiring criteria.
Full step-by-step detail is in our how to join a football club guide.
What’s next
The Future: A Professional National League
Pakistani football is at an inflection point. The September 2026 partnership between Lahore Qalandars, HRL Group and Saudi Arabia’s The Real Advice (TRA) aims to build professional football from grassroots to a proposed National League — with Saudi investment, coaching exchanges, women’s football, and pathways linked to the AFC Asian Cup 2027 and FIFA World Cup 2034 in Saudi Arabia. The PFF retains sole authority over which clubs participate. For Lahore, a city that already hosts the country’s most successful club, a professional league would be transformative.
