How Many Government Departments Are in Pakistan? The Honest Answer

How Many Government Departments Are in Pakistan? The Honest Answer

A simple question with no simple answer — because ‘department’ means four different things in Pakistan’s system. Here is the honest breakdown, layer by layer.

Quick answer: No single number exists. The federal government has 32 ministries with 39 divisions; beneath them sit hundreds of attached departments, subordinate offices and autonomous bodies. A 2026 Senate committee wants the centre cut to nine ministries.

The four layers

“Government department” is used loosely for four different things: (1) ministries — the political tier (32 federal); (2) divisions — the secretariats under ministries (39 federal); (3) attached departments & subordinate offices — the executive arms (hundreds: FIA, Pakistan Post, the Met Department, NHA Police); (4) autonomous bodies & corporations — state-owned but self-governing (hundreds more: WAPDA, PIA, PTV, PTA). Ask “how many departments” without specifying the layer and no honest number exists.

Counting each layer

  • Ministries: 32 federal (Wikipedia, 2026).
  • Divisions: 39 federal — some ministries hold several (Finance holds Finance, Revenue and Economic Affairs).
  • Attached departments: hundreds. The Interior Division alone runs the FIA, NADRA, immigration and more.
  • Autonomous bodies: hundreds — the Establishment Division’s statistical bulletins list them division by division.

What about the provinces?

Each province adds its own full set: Punjab, Sindh, KP and Balochistan each run 25–40+ departments (School Education, Health, Police, Revenue, Irrigation…). After the 18th Amendment, provinces employ the majority of Pakistan’s civil servants — so the true national total, all layers and all governments, runs into the thousands.

Why the Senate wants nine: the committee’s argument is constitutional, not managerial — the 18th Amendment gave education, health and other subjects to the provinces, so federal ministries still operating in those areas are, in its view, unconstitutional. Whether the government complies will reshape the count above.

The citizen’s shortcut: for most daily needs you only touch a handful — NADRA (identity), FBR (tax), the police (15), your province’s revenue and health departments. The hundreds exist; you’ll meet a dozen. And if anyone quotes you a single ‘total departments’ figure without saying which layer they mean, you now know more than they do. That single distinction — ministry, division, department, body — is genuinely the key to this whole topic — commit it to memory now.

What to write in exams

For CSS/PMS: “32 federal ministries with 39 divisions, plus hundreds of attached departments and autonomous bodies.” Add the 2026 Senate committee’s demand (nine core ministries) to show you follow current affairs. See the full federal list and the main government departments guide.

Frequently asked questions

How many ministries are there in Pakistan?

32 federal ministries with 39 divisions (2026). A Senate committee has demanded a cut to nine core ministries, but that is not yet law.

How many departments does the Punjab government have?

Roughly 25–40+ major departments (Education, Health, Police, Revenue, Irrigation and more) — see our Punjab list.

What is the difference between a ministry and a department?

A ministry is the political tier headed by a minister; divisions are its secretariats; attached departments do the executive work beneath them.

Are autonomous bodies government departments?

They are state-owned but not departments — they run under their own statutes and boards (e.g. WAPDA, PIA, NHA).
