The Higher Education Commission has announced a major change in the country’s higher education admission system. The new M.Phil. and phd decision will apply to universities across Pakistan from the 2026 academic semester.
Under the latest policy, students seeking admission to MS, MPhil, and PhD programs must now pass a centralized entry test. The commission has made the Higher Education Aptitude Test (HAT) or Graduate Record Examination (GRE) mandatory for admissions.
Previously, many universities conducted their own separate admission tests. However, the new M.Phil. and phd decision will end that practice. Public and private universities will no longer be allowed to organize independent entry exams for graduate and postgraduate programs.
According to HEC officials, the policy aims to improve transparency and maintain merit in the higher education system. The commission believes that a single national testing framework will create equal opportunities for students nationwide.
In addition, HEC has withdrawn some clauses of the Graduate Education Policy 2023 with immediate effect. Officials say these changes will help universities follow a more standardized and reliable admission process.
The commission further explained that different admission systems created confusion for students in the past. Many applicants had to appear in multiple tests for different universities. As a result, students faced additional financial pressure and scheduling difficulties.
Now, the centralized system will simplify the process. Students will be able to use a single recognized test score for admissions to multiple institutions. Therefore, educational experts believe the new approach may reduce stress for applicants while improving academic standards.
The latest M.Phil and PhD decision has already drawn attention from students, parents, and academic institutions. Some education experts have welcomed the move, calling it a positive step toward accountability and merit-based admissions.
Meanwhile, universities have been directed to implement the updated guidelines immediately. HEC has instructed all public and private sector institutions to fully comply with the new policy before the upcoming admission cycle begins.
The commission also stated that the new framework will support fair competition among students. Furthermore, it will strengthen trust in the national higher education system.
With this policy, HEC plans to establish a more transparent and uniform admissions structure for advanced degree programs across Pakistan.
