ECP Rejects Punjab’s April 2027 Plan for Local Government Polls

ECP Rejects Punjab’s April 2027 Plan for Local Government Polls

The Election Commission of Pakistan has rejected Punjab’s proposal to hold local government elections in April 2027, calling the provincial government’s position unsatisfactory. The Punjab LG polls April 2027 plan was set aside at a commission meeting in Islamabad chaired by Chief Election Commissioner Sikandar Sultan Raja.

Commission members Nisar Durrani, Babar Hassan Bharwana and Justice (retd) Ikramullah Khan attended the meeting, along with the ECP secretary and senior officials. The commission directed its relevant wing to prepare the draft election programme for Punjab immediately, so the process of issuing the schedule can move forward without delay.

What the Punjab LG polls April 2027 proposal said

Punjab submitted its position on October 14 in response to an ECP letter. The province proposed holding the local government elections in three phases, citing fog and cold weather in December and the holy month of Ramadan in February. It asked for April 2027 as the polling window. Feature Pakistan earlier reported on Punjab’s three-phase plan for April polling, which the commission has now overtaken.

The ECP found the response unsatisfactory. It pointed out that consultations with the province under Section 219 of the Elections Act had concluded on August 20, when Punjab had agreed to a polling window between December 15, 2026 and January 15, 2027. The province now wants to change those agreed dates.

One week to submit officer lists

The commission expressed disappointment that Punjab had not provided the lists of election officials it had requested. It directed the provincial government to submit the names of District Returning Officers, Returning Officers and Assistant Returning Officers within one week.

Punjab had also cited winter weather, fog and smog as reasons for seeking the delay. School buildings often serve as polling stations and teachers are commonly assigned as polling staff, so the polling calendar also intersects with Punjab’s winter school timings and the smog season.

Cantonment polls to move ahead

Separately, the commission decided to proceed with local government elections in cantonment areas. It said it had contacted the Ministry of Defence and the prime minister’s office on the matter but had received no response.

Consultations on the cantonment polls were held with the Additional Secretary of Defence and the Director General of Military Lands on April 15. The Defence Secretary was asked to place the matter before the federal government in the form of a summary, and the federal government was asked to file an application under Section 19-D of the Cantonments Act, 1924. Several reminder letters went to the Defence Ministry, and the Chief Election Commissioner wrote to the prime minister, but no satisfactory reply arrived. The commission directed its relevant wing to begin work on the cantonment election schedule without delay.

Why the delay matters

Local government elections in Punjab are long overdue. The province has been without elected local bodies since 2021, leaving municipal governance with administrators rather than elected representatives. Section 219(4) of the Elections Act requires local government polls within 120 days of a term expiring, while Article 140-A of the Constitution obliges every province to establish a local government system and devolve powers to elected representatives. The provincial cabinet has approved Rs12.52 billion for the exercise, so the money is in place. What has been missing is agreement on the timeline, and the commission’s latest orders move the process into a more decisive phase.

What happens next

The ECP’s relevant wing must submit the draft election programme for approval so the schedule can be issued. Punjab has seven days to provide its officer lists. If the province delays again, the commission is expected to keep moving on its own timetable rather than accept a shift to April 2027.

FAQs

The commission called Punjab’s response unsatisfactory. During August consultations, the province had agreed to a December 15, 2026 to January 15, 2027 polling window, and its reasons of winter fog and Ramadan did not persuade the commission to move the dates to April 2027.

During consultations under Section 219 of the Elections Act, which concluded on August 20, Punjab agreed to hold the elections between December 15, 2026 and January 15, 2027.

What did the ECP order Punjab to do?

The province must submit lists of District Returning Officers, Returning Officers and Assistant Returning Officers within one week. The commission also directed its own wing to prepare the draft election programme for approval immediately.

Are cantonment elections happening too?

Yes. The ECP decided to proceed with local government elections in cantonment areas as well, after receiving no satisfactory response from the Defence Ministry and the prime minister’s office.
