—

ISLAMABAD: The Federal Board of Revenue has suspended two senior tax officers for 120 days after a pen-down strike call against the government’s proposed restructuring plan, in one of the strongest disciplinary actions the tax authority has taken against its own officers this year.

The suspended officers are the Commissioner Inland Revenue at the Regional Tax Office Zone-I Hyderabad and the Additional Commissioner Inland Revenue at the Regional Tax Office Sargodha. Separate FBR notifications dated October 19, 2026, confirm that both suspensions took effect immediately.

What the suspension orders say

Both officers have been suspended under the Civil Servants (Efficiency and Discipline) Rules, 2020, the standard disciplinary framework for federal government employees. The suspension period will run for 120 days.

During this time, the officers must report every day to the office of the FBR Member Administration and Human Resources. Their attendance will be recorded three times a day, at 9am, noon and 4pm, and they have been directed to maintain punctuality throughout the suspension period.

The strict reporting conditions are unusual. Suspension usually means an officer stays away from work while an inquiry proceeds. Here, the FBR has instead kept both officers under its direct daily watch, signalling how seriously the board views the strike call.

The strike call that triggered the action

The Inland Revenue Association had announced strong opposition to the FBR’s restructuring plan and called a pen-down strike in protest. A pen-down strike means officers report to work but refuse to process files and cases, effectively freezing the tax machinery.

The association later withdrew the strike call after a meeting with the FBR’s Member Administration and Member Operations. But the withdrawal did not stop the disciplinary response. According to sources, Prime Minister Shehbaz Sharif had expressed displeasure over the strike announcement, which came at a time when the government is pressing the tax authority to raise collections.

What the restructuring plan includes

The government’s restructuring proposals are wide-ranging. The FBR is considering dedicated sales tax zones inside its Large Taxpayer Offices and Corporate Tax Offices to improve monitoring, enforcement and compliance. This matters because the sales tax gap, the difference between what should be collected and what actually reaches the treasury, is larger than the gaps for income tax and federal excise duty.

Other proposed changes would expand the FBR chairman’s powers over appointments and removals and bring in professionals from the private sector. The board has also been widening its use of technology, including AI-based monitoring of tax returns, as part of the same reform drive. Some of these measures may need amendments to the relevant civil service rules, which explains why the service associations are pushing back.

The prime minister has also called for action against corrupt officials, saying employees who improve their conduct and performance should get a chance to reform. He warned that continued corruption and persistently poor performance would not be tolerated. The message fits the government’s wider revenue push under the 2026-27 budget, which set ambitious tax collection targets.

A turbulent week at the tax authority

The suspensions are the latest in a fast-moving week for the FBR. On October 15, the board extended the 2026 income tax return filing deadline for the second time, giving taxpayers more breathing room. A day later, a Lahore High Court division bench blocked the FBR’s access to taxpayers’ bank records, cutting off a key enforcement tool. Now, the board has turned its attention inward, disciplining two of its own senior officers for challenging the reform drive.

The sequence shows a government determined to reshape the tax machinery quickly, and officers discovering that resistance carries a cost.
