Sindh invites tenders for Rs2.09bn Baldia Stadium Road project in Karachi

KARACHI: The Sindh government has invited tenders for two phases of the Baldia Stadium Road construction project in Karachi, with a combined estimated cost of more than Rs2.09 billion.

The Baldia Stadium Road Karachi project is being tendered by the Local Government Projects office, which issued the formal tender notice this week.

The two phases

According to the notice, the first phase carries an estimated cost of Rs1.02 billion, while the second phase is valued at approximately Rs1.07 billion. Together, the two packages come to just over Rs2.09 billion.

Both phases cover the same corridor: Baldia Stadium Road will be constructed from Shahrah-e-Orangi Football Stadium via Urdu Chowk to Hub River Road, opening a new east-west link for one of Karachi’s most densely populated districts.

Bid terms and deadlines

Eligible contractors must meet the specified registration, experience and technical requirements set out in the tender documents. The deadline for submitting bids is November 11, 2026, at 2pm, with the technical bids scheduled to open the same day at 2:30pm.

The notice also sets a bid security requirement of 5 per cent of the estimated cost for each project, a standard condition meant to filter out non-serious bidders.

Why the Baldia Stadium Road Karachi project matters

Baldia Town and neighbouring Orangi are among Karachi’s largest working-class settlements, and their internal road network has struggled to keep up with population growth. A properly built Baldia Stadium Road would give residents of the area a direct, paved connection from the Shahrah-e-Orangi side across to Hub River Road, cutting travel times for commuters, school vans and the small goods transporters who serve the area’s markets and workshops.

The project also lands at a moment when Karachi’s infrastructure pipeline is visibly widening. Sindh has sought China’s help to turn Karachi into a smart city, a plan discussed at the recent Shanghai moot, while Peshawar’s Hayatabad underpass has opened to traffic upcountry. For Karachi’s west, the Baldia road is the more immediate prize: asphalt residents can actually drive on.

What to watch

The November 11 bidding will show how much contractor appetite exists for Karachi road work at current cost levels. Construction input prices have been volatile, and the 5 per cent bid security means only firms with real capacity are likely to compete.

If the tenders go smoothly, mobilisation could follow within weeks, though Karachi road projects have a history of slipping on utility-shifting and encroachment clearances. The Local Government Projects office has not yet announced a construction timeline.

On the jobs front, large public works in the city tend to pull in local labour. Sindh has separately reached out to 100 firms to boost youth employment, signalling that the province wants its spending to translate into work for young Karachiites.
