Overview
The 1973 Constitution in Urdu
آئینِ پاکستان — the supreme law of the land, in the national language.
The Constitution of the Islamic Republic of Pakistan, 1973 — in Urdu, آئینِ اسلامی جمہوریہ پاکستان ۱۹۷۳ (commonly آئینِ پاکستان) — is the country’s supreme law. It was passed by the National Assembly on 10 April 1973, authenticated by President Zulfikar Ali Bhutto on 12 April, and came into force on 14 August 1973.
For Pakistan’s Urdu-reading majority — students, lawyers, journalists and citizens — the Urdu translation is the working version of the Constitution: the one quoted in classrooms, studied for CSS exams, and cited in Urdu media.
The Preamble
The Preamble in Urdu
The Constitution opens with the Objectives Resolution — here is its essence in Urdu.
The Preamble (the Objectives Resolution, adopted 12 March 1949 and made a substantive part of the Constitution by the 1973 framers) sets the Constitution’s moral compass: Allah’s sovereignty over the universe, authority delegated to the people as a sacred trust, democracy, freedom, equality, tolerance and social justice as enunciated by Islam, and adequate provision for minorities to profess and practise their religions.

Legal note
Which text is authoritative?
The question every law student asks — answered plainly.
The English text is the authoritative version of the Constitution for legal purposes. Urdu translations — however widely used — are renderings for accessibility: courts cite the English text, and where a translation and the English differ, the English governs. This is why serious constitutional study in Pakistan is bilingual: Urdu for understanding, English for citation.
1973
History in brief
The third constitution — and the one that survived.
Pakistan’s first two constitutions (1956, 1962) were both abrogated. The 1973 Constitution — drafted by a parliamentary committee under Abdul Hafeez Pirzada, passed unanimously on 10 April 1973 during Zulfikar Ali Bhutto’s government — restored parliamentary democracy after the 1971 break-up. Suspended under Zia (1977) and Musharraf (1999) but never replaced, it was restored each time — and the 18th Amendment (2010) made it fully parliamentary again. With 27 amendments by November 2025, it remains the longest-lived constitution in Pakistan’s history.
