Karachi Red Line BRT: Stalled Lot 2 Contract to Be Awarded Within a Month

Work on the longest stalled stretch of the Karachi Red Line BRT has moved a step closer to restarting, after TransKarachi completed the first phase of bidding for a new Lot 2 contract. Bids for the 12.8-kilometre section between Numaish and Mosamiyat were submitted on October 8, and officials say the evaluation, shortlisting and award process should finish within about four weeks.

The Sindh government cancelled the previous Lot 2 contract in April, and the section has stood idle for nearly six months since then. Once a new contractor is appointed, an 18-month deadline will apply to complete the stretch, which includes 16 stations along with grade-separated U-turns, flyovers, underpasses and dedicated bus lanes.

Karachi Red Line BRT: how the deadlines now stack up

The rebid covers structural works on the corridor. A TransKarachi spokesperson said the contract had been cancelled by Chief Minister Murad Ali Shah on April 21 because of delays in execution by the previous contractor. Asked why the new bidding had taken nearly six months, the official said the steps followed the guidelines of the project’s financier, the Asian Development Bank, and had to be completed before tendering could move forward.

Work on Lot 1 is under way. That section carries six stations and two depots, with its own set of underpasses, flyovers and grade-separated U-turns, and its main corridor is due first, in December 2026. The full project was launched in March 2022 with an expected completion time of 30 months. On the current timetable it will finish in June 2028, roughly six years after work began, which is why each new date is received with caution along University Road.

Why Lot 2 matters to Karachi commuters

Lot 2 runs through some of the busiest parts of the corridor, and its suspension has kept residents and commuters dealing with construction disruption for more than five years. The delay came under sharper public scrutiny this month after a security guard was killed when a Red Line bridge structure collapsed in Gulshan-e-Iqbal. TransKarachi said after that incident that work at the affected sites had remained suspended since the April cancellation.

The Red Line is part of Karachi Breeze, a plan for about 112.9 kilometres of bus rapid transit across five dedicated tracks. So far only the Green Line’s first phase and the Orange Line are operational, a record that explains the scepticism greeting the June 2028 date. The next test is simple. If the Lot 2 award lands within the promised month, the 18-month clock starts and a mid-2028 finish for the section stays arithmetically possible. If the award slips again, the June 2028 project date slips with it. (Sources: Dawn, ProPakistani, PakWheels)
