K-P Orders Review of All Ongoing Govt Procurements

PESHAWAR: The Khyber-Pakhtunkhwa Chief Secretary’s office has ordered a thorough review of every ongoing official procurement process across the province, directing all administrative secretaries and heads of attached departments to re-examine purchases of goods, construction works and services.

Under the directive, each case will be assessed individually on the basis of genuine need and merit, with special emphasis on verifying the availability of funds, ensuring full compliance with legal requirements and maintaining complete transparency.

Further proceedings on any ongoing procurement will now depend strictly on the findings of the review and remain subject to the applicable legal and regulatory framework.

What the directive covers

The instruction is sweeping. It covers every stage of public procurement, from initiation and scrutiny to formal review and final approval. Departments have been told to examine current matters relating to the purchase of government goods, the execution of construction works and the acquisition of services.

Administrative secretaries have been made personally responsible for ensuring the review is carried out not only in their parent departments but also in attached directorates and in divisional and district offices under their administrative control.

The Chief Secretary’s communication declares the effective utilisation of government resources and the protection of public interest as the fundamental considerations of the exercise. In plain terms, no procurement file in the province moves forward until it has been re-examined and cleared.

Why this is happening now

The directive lands eleven days after the imposition of emergency and governor’s rule in Khyber-Pakhtunkhwa on October 11, which transferred executive powers to Governor Faisal Karim Kundi, assisted by an advisory council.

Since then, the new administration has moved quickly to assert control over the provincial machinery. The first apex committee meeting under the new arrangement reviewed security and counter-terrorism measures, parliament endorsed the emergency, and the army was deployed in aid of civil power.

A province-wide procurement review fits that pattern. Incoming administrations routinely audit the spending pipeline, partly to catch irregular commitments made during a transition and partly to signal that the rules have changed. Freezing forward movement on procurement files is one of the fastest ways a new authority can demonstrate control over the bureaucracy.

What the review will test

Three tests will decide the fate of each procurement file: genuine need, availability of funds and legal compliance.

The funds test may prove the most consequential. Khyber-Pakhtunkhwa’s finances have been under strain, and a procurement committed without budgetary cover is a liability the new administration will not want to inherit. Departments will now have to show the money before they can spend it.

The legal compliance test points to the province’s public procurement rules, which set competitive and transparency requirements for government purchasing. Files that cut corners on tendering, approvals or documentation face revision or cancellation.

The merit test is the most open-ended. Each case is to be judged on whether the purchase or project is genuinely needed, judged against departmental requirements and stated priorities. That gives reviewers wide discretion to shelve projects they consider wasteful or politically motivated.

For contractors and suppliers with ongoing government business in the province, the message is a holding pattern: expect delays, expect scrutiny, and expect some files not to survive.
