Functions of the Interior Ministry Pakistan: Powers, Duties & Responsibilities
What does Pakistan’s interior ministry actually do all day? From internal security to passports to policing the capital, its functions span the entire domestic state. This guide lists the ministry’s formal responsibilities and how they’re divided.
Quick answer: The interior ministry’s core functions: internal security (counter-terrorism coordination, NAP), immigration & passports (DGIP), civil registration (NADRA), federal investigation (FIA, NCCIA), narcotics control (ANF), civil armed forces oversight (Rangers, FC), capital policing (Islamabad Police), and crisis management.

Internal security
The ministry is the federal government’s internal-security arm: it coordinates counter-terrorism (the National Action Plan framework), proscription of organisations, arms licensing policy, and internal security operations with the provinces. The Interior Minister chairs security coordination; the National Counter Terrorism Authority (NACTA) works within this orbit. Crisis management — from major incidents to Muharram/Ashura security plans — runs through the ministry.
Identity, immigration & citizenship
Through NADRA (CNICs, family registration) and DGIP (passports, visas, immigration control, the exit control list), the ministry decides who is a citizen, who can travel, and who can enter. Immigration officers at airports report through FIA Immigration under the ministry. See our passport guide for the citizen-facing side.
Investigation & justice support
The FIA investigates federal crimes (human smuggling, cyber-enabled fraud via the NCCIA, money laundering, immigration offences); the ANF enforces narcotics law (the narcotics-control function merged into the ministry in February 2025). The ministry also handles mutual legal assistance and extradition matters.
Forces & policing
Administrative control of the civil armed forces — Pakistan Rangers, Frontier Corps, Frontier Constabulary — including deployments in aid of civil power. Direct responsibility for Islamabad’s police (the only police force under federal control), plus the National Police Academy and National Police Bureau for training and policy.
