The term

Nationality vs citizenship

In international law, nationality is your membership of a state; citizenship is the bundle of rights that membership carries. In Pakistani usage — and on every immigration form, job application and passport document — the two are interchangeable. Writing “Pakistan” or “Pakistani” as your nationality is correct; both are accepted everywhere.

Governed by the 1951 Act

Pakistan’s nationality rules come from the Pakistan Citizenship Act 1951, which took effect on 13 April 1951. It replaced the provisional post-Partition arrangements and remains the governing law today, amended over the decades — most recently to expand dual-nationality arrangements to 22 countries under the 2024 amendments.

The 5 Legal Routes to Pakistani Citizenship

Meeting any one of these routes makes you a Pakistani citizen. You don’t need all five — one is enough.

By birth

Anyone born in Pakistan after 13 April 1951 is a citizen — with narrow exceptions for children of foreign diplomats with immunity and children born in enemy-occupied territory.

By descent

A person born outside Pakistan to a Pakistani parent is a citizen by descent. This is how children of overseas Pakistanis inherit nationality.

By migration

The Partition provision: anyone who migrated to Pakistan from the Indo-Pakistan subcontinent before the Act’s commencement, intending to settle permanently, was deemed a citizen.

By naturalisation

Foreign nationals can naturalise after four years of residence in Pakistan, subject to good character and the Naturalization Act 1926 procedure.

By marriage

A foreign woman married to a Pakistani citizen can acquire citizenship on application. (The provision is written for wives of Pakistani men.)

The CNIC number is assigned at birth and stays with you for life — it becomes your card number when you turn 18. It connects your bank accounts, SIM registrations, voter record, passport and tax profile. NADRA issues three card types today — the standard CNIC, the Smart CNIC with an embedded chip and NFC (Rs 750, NADRA’s recommended option), and a QR-code version for instant verification.

Dual Nationality: The 22-Countries List

Pakistan allows dual citizenship — but only with countries it has signed formal agreements with. Under the Pakistan Citizenship (Amendment) Bill 2024, that list now stands at 22 countries. Naturalising in a country not on the list means automatic loss of Pakistani citizenship.

Dual nationals keep nearly all the rights of single-nationality citizens, with narrow exceptions — they cannot hold certain public offices, serve in the armed forces, or take some civil-service posts. A deal with Türkiye has been under discussion but has not been finalised. Who gets a NICOP

Any Pakistani citizen living abroad — workers, students, families — plus dual nationals in the 22 treaty countries. Children born abroad to Pakistani parents get citizenship by descent and document it with a NICOP.

The NICOP works as your identity card outside Pakistan: it proves citizenship, carries the same 13-digit NADRA number as a CNIC, and is required for Pakistani passport applications from abroad.

If you voluntarily acquire the citizenship of a country not on the 22-country dual-nationality list, Section 14 of the Citizenship Act treats it as automatic loss of Pakistani nationality. There is no grace period — the loss is immediate by operation of law.

Any adult citizen can formally renounce Pakistani nationality by declaration. This is the clean route for people taking up a nationality that doesn’t permit dual citizenship — it leaves a clear paper trail instead of an ambiguous status.

Former citizens aren’t locked out forever. Pakistan’s practice allows people who lost citizenship — for example by naturalising abroad before the expanded dual-nationality deals — to have their status reconsidered. The 2024 amendments were partly designed to fix exactly these cases.
