Raja Nasir Abbas Calls Talks a Sham, Says Governor’s Rule in K-P Was Pre-Decided

Leader of the Opposition in the Senate Allama Raja Nasir Abbas used his latest Nasir Abbas Senate speech to accuse the federal government of holding talks in bad faith, telling the upper house that the decision to impose governor’s rule in Khyber-Pakhtunkhwa had already been taken before the negotiations concluded.

The remarks came as the Senate opened the floor for debate on the federal government’s decision to impose an emergency and governor’s rule in K-P on Sunday under Articles 232 and 234 of the Constitution. The government says the move was forced by the deteriorating law and order situation and what it calls a lack of support from the provincial administration in the fight against terrorism.

Abbas Says Opposition Showed Flexibility

“The negotiations were a sham. You had already made up your mind,” Abbas said during the session, which was chaired by Senate Chairman Syed Yousaf Raza Gilani.

He argued that the opposition had shown flexibility by stepping back from its demand for a meeting with PTI founder Imran Khan, while the government had refused to reconsider its position.

Abbas said the opposition had wanted to meet Imran to seek his guidance in light of the prevailing global situation. Denying access to a detained political leader, he added, raised questions about the government’s commitment to political dialogue.

“We are not being allowed to meet Imran Khan, who is a prisoner and the head of a political party,” he said.

Nasir Abbas Senate Speech Warns of Deeper K-P Instability

Abbas criticised the move towards governor’s rule in K-P, warning that it could deepen political tensions and undermine efforts to restore peace. Questioning the message being conveyed to young people in the province, he said the authorities’ actions suggested that political struggle and recourse to the judiciary carried little weight, and warned that pushing people away from democratic processes could increase frustration and feed further instability.

Referring to the governor’s reported remarks urging people to leave their homes, Abbas argued that such statements could backfire by encouraging more people to take up arms. He cautioned that policies pursued in the name of restoring order could aggravate terrorism and unrest rather than address their underlying causes.

Drawing a comparison with former military ruler Pervez Musharraf, Abbas said that even Musharraf had tolerated dissent to some extent, and questioned why a government operating under a democratic system could not accommodate political disagreement.

Call to End Governor’s Rule

Abbas maintained that the political crisis could still be resolved through dialogue and corrective action. He urged the government to end governor’s rule, warning that the move would not deliver lasting peace and could instead inflict further damage on the country.

“Peace cannot be established through such measures. Pakistan will suffer the consequences,” he said.

Why the Senate Debate Matters

The session opened with prayers for those who lost their lives in the Multan train derailment on Tuesday, led by Abbas, and the house approved a motion to defer the question hour.

The debate is the first full-house discussion of the K-P emergency in parliament since the federal government imposed it on Sunday. The Senate cannot reverse the measure on its own, but the proceedings record the opposition’s formal position and force the government to defend its decision. The opposition has moved on other fronts: a JUI-F resolution against the governor’s rule is before the upper house, and a petition challenging the emergency is pending in the Peshawar High Court. The government, for its part, cites credible evidence of contacts between PTI and the TTP as part of its justification.

FAQs

When was governor’s rule imposed in K-P?

The federal government imposed an emergency and governor’s rule in Khyber-Pakhtunkhwa on Sunday, October 11, 2026, under Articles 232 and 234 of the Constitution, citing the law and order situation and the provincial administration’s lack of cooperation in the fight against terrorism.

What did Nasir Abbas allege in the Senate?

Abbas alleged that negotiations were a sham because the decision on governor’s rule had already been made before the talks concluded. He said the opposition had dropped its demand for a meeting with Imran Khan as a compromise, while the government refused to budge.

Can the Senate reverse governor’s rule in K-P?

No. The Senate debate records the opposition’s position and pressures the government to justify the move, but reversing the decision rests with the federal government or the courts.
