What the Punjab Civil Secretariat Is
Every provincial government needs a headquarters — this is Punjab’s.
The Punjab Civil Secretariat is the administrative headquarters of the Government of Punjab, Pakistan’s largest province by population. Located on Lower Mall Road, Islampura, Lahore, it is where the province’s top bureaucracy works: the Chief Secretary, the Additional Chief Secretary and the administrative secretaries who run Punjab’s departments. Policy is drafted here, the provincial cabinet is serviced from here, and the divisional commissioners and deputy commissioners of all 41 districts ultimately report up through this building.
It is a working government complex, not a tourist site — access is restricted and security is tight, which is normal for the seat of a provincial government anywhere in the world.
1822 to today
History: From Ventura’s Residence to the Secretariat
Few government buildings in South Asia have served three empires.
The complex was originally built around 1822–1839 as the private residence of General Jean Baptiste Ventura, an officer in Maharaja Ranjit Singh’s Sikh Army — which is why its architecture is described as Sikh Empire period style, in brick masonry with lime mortar. After the British annexed Punjab, the British Residency was established here in 1847, and the site evolved into the seat of colonial bureaucracy.
After 1947 it became the civil secretariat of Pakistani Punjab, and it has remained the province’s administrative headquarters ever since — renovated in the early 2000s but still recognisably the historic complex. The Lahore Metrobus even has a dedicated Civil Secretariat Station serving it.
The chain of command
Who Sits There: The Chief Secretary
The most powerful bureaucrat in the province works from this building.
The Chief Secretary of Punjab is the province’s highest-ranking civil servant and its administrative chief. Appointed by the Prime Minister of Pakistan (in consultation with the provincial government), the Chief Secretary reports to the Chief Minister, serves as secretary to the provincial cabinet and chief adviser to the Chief Minister — but can only be appointed or removed by the Prime Minister. All divisional commissioners and administrative secretaries report to the Chief Secretary. The incumbent is Zahid Akhtar Zaman (in office since December 2022), a Pakistan Administrative Service officer. The Additional Chief Secretary — the second-ranking officer — also sits at the Secretariat.

Key Departments at the Secretariat
Which departments are officially listed at the Civil Secretariat address (per the Punjab Portal, punjab.gov.pk).
| Department | Official address |
|---|---|
| Finance Department | Punjab Civil Secretariat, Lower Mall, Lahore |
| Information & Culture Department | Punjab Civil Secretariat, Lahore |
| Local Government & Community Development Department | Punjab Civil Secretariat, Lahore |
| Cooperatives Department | Civil Secretariat, Lahore |
| Law and Parliamentary Affairs Department | Lower Mall, Islampura, Lahore |
| Services & General Administration Dept (S&GAD) | Civil Secretariat, Lahore |
Many other departments sit elsewhere in Lahore — Agriculture on Davis Road, the Higher Education Department near the Museum, Energy on Jail Road — but their administrative secretaries report up through the Secretariat. The full official directory of administrative and attached departments, with addresses, is maintained on punjab.gov.pk, which is the authoritative source for reaching any office.
A common confusion
Civil Secretariat vs the Chief Minister’s Office
They are not the same building — here is the difference.
The Civil Secretariat is the bureaucracy’s headquarters (Chief Secretary and departments). The Chief Minister’s Secretariat — the political executive’s office — is separate, officially listed at 7 & 8 Club Road, G.O.R.-I, Lahore. The Chief Minister (currently Maryam Nawaz; see our current chief ministers of Pakistan guide) works from there, while the Chief Secretary at the Civil Secretariat runs the administrative machinery. If you are trying to reach the government, knowing which of the two offices you need saves a wasted trip.
Practical information
Visiting, Access and Official Contacts
What to know before you go — and where to find verified contact details.
Address: Punjab Civil Secretariat, Lower Mall Road, Islampura, Lahore. The complex is served by the Metrobus Civil Secretariat Station.
Access: This is a restricted government complex. Members of the public generally need a prior appointment or an official reason to enter; walk-in access to secretaries’ offices is not available. Most citizen services are handled through departmental offices, the Punjab Portal (punjab.gov.pk) and district administrations rather than at the Secretariat gates.
Contacts: We do not republish phone numbers that we cannot verify as current — directories go stale fast. For verified, up-to-date contact details of every department, use the official Administrative Departments directory on punjab.gov.pk, which lists each department’s address. For complaints and service issues, the province’s citizen portal channels are the faster route.
