The regional election commissioner, acting as the appellate authority for delimitation in Islamabad, has rejected all objections to the boundaries of the federal capital’s 130 union councils, finalising the Islamabad union councils delimitation process.
With the decision, all 130 union councils of Islamabad and their blocks stand confirmed. The appellate authority has issued orders dismissing the objections, and a complete report will be sent to the Election Commission of Pakistan on Wednesday, after which the final notification will be issued.
The finalisation clears one of the last administrative hurdles before local government elections in the capital.
What the new structure looks like
Under the new Islamabad Local Government Act, the capital will have three municipal town corporations, three mayors and six deputy mayors.
Each of Islamabad’s three National Assembly constituencies will have one municipal town corporation, designated Municipal Town Corporation-I, II and III. The arrangement ties the local government map directly to the national assembly constituencies, which should make administration and representation easier to align.
Union councils are the smallest tier of local government in Pakistan. They handle street-level civic matters, from sanitation and water supply to birth and death registration, and they form the electoral base from which higher tiers of local bodies are built.
For background on how union councils function in family and civil matters, see our earlier coverage of a Lahore High Court ruling on union council notifications.
Rawalpindi delimitation appeals sent back for fresh hearings
In a related development, the Rawalpindi bench of the Lahore High Court remanded 27 appeals filed by political parties and candidates against the delimitation of union councils and councillor blocks in Rawalpindi and Murree districts.
The court directed the District Election Commission to hear all petitioners afresh and issue new decisions on merit, in line with the relevant territorial boundaries. The District Election Commission said notices would be issued to all applicants next week, and their cases would be heard individually before fresh decisions are made.
Under the new Punjab Local Government Act 2026, Rawalpindi city has been divided into two municipal town corporations with two mayors and four deputy mayors. Rawalpindi district as a whole has been carved into 17 local government entities, including two town corporations, five municipal committees, six tehsil councils and four cantonment boards.
Why the Islamabad union councils delimitation matters
Delimitation decides where one union council ends and another begins, and therefore who votes where. It shapes the size of each council, the balance of urban and rural areas within it and, indirectly, the political complexion of the local bodies that emerge from the polls.
Objections are a routine part of the process. Residents and candidates challenge boundaries they consider unfair, and the appellate authority’s decision is usually final. That is why the blanket dismissal of all objections in Islamabad is significant: it closes the door on further boundary disputes in the capital and starts the clock on the notification process. Delimitation is a prerequisite for polls, and the Election Commission has proposed December 14 for Punjab’s local government elections.
With the report due before the Election Commission on Wednesday and the final notification to follow, the capital is now a step closer to electing its local representatives.
