The Islamabad High Court has stayed the Islamabad police inspector recruitment process, tying any direct appointments to the post of inspector to the final decision in a pending case.

Justice Ayyaz Shaukat issued the written order on Wednesday while hearing a petition filed by 39 serving sub-inspectors of the capital’s police force.

The petitioners had challenged a Ministry of Interior notification and an advertisement by the Public Service Commission announcing direct recruitment to the rank of inspector in Islamabad police.

Their counsel argued that direct recruitment to the post contradicted the Police Order and that the law provided no route for appointments through this channel. Continuing the process, he warned, could produce appointments made in violation of the prescribed legal procedure.

Who the court summoned

In response, the court issued notices to the interior secretary, the Inspector General of Islamabad Police, the additional inspector general, the chief commissioner, the deputy secretary of the Ministry of Interior and the Public Service Commission. All have been directed to submit their replies.

The recruitment process will now remain subject to the outcome of the case. No further steps, including tests, interviews or final appointments, can proceed independently of the court’s verdict.

The order is significant because it freezes a hiring process that would have brought officers straight into the inspector rank from outside the force’s promotion chain.

Why the sub-inspectors objected

Sub-inspectors form the backbone of the capital’s police stations, and the rank of inspector is the natural next step in their career ladder. Promotions to inspector have traditionally moved through departmental channels, rewarding years of service and performance on the ground.

The 39 petitioners argued that opening the inspector rank to direct recruitment would block their own promotions and upset the seniority system that governs the force. Their counsel maintained that the Police Order lays down the legal framework for police appointments and does not permit direct entry at the inspector level.

The court’s notice to the interior ministry and the Public Service Commission means both will have to defend the legal basis of the notification and the advertisement in writing.

The IHC has handled several high-profile petitions in recent months, including cases on security officials’ overseas postings and Pakistanis missing abroad.

What happens next in the Islamabad police inspector recruitment case

The respondents must file their responses before the next hearing. Until the court decides the petition, the stay holds: the direct recruitment process cannot conclude.

If the court sides with the petitioners, the interior ministry may have to withdraw the notification and route inspector-level hiring through the promotion system. If the ministry’s position survives, direct recruitment could resume, possibly with legal safeguards.

Islamabad police have faced repeated court scrutiny over hiring and promotions in recent years, and the case adds to a series of legal challenges over how seniority and direct entry are balanced in the capital’s force.
