What ‘autonomous’ means
An autonomous (or semi-autonomous) body is created by its own Act of Parliament or ordinance, with its own board, budget and management — owned by the state but not run as a department. That independence cuts both ways: bodies like the State Bank need freedom from politics to set interest rates, while commercial ones like PIA are judged (harshly) on performance. They sit under a parent division for policy oversight but hire, spend and operate under their own rules.
