NEW YORK: Pakistan has called on the United Nations to fully and faithfully implement Security Council Resolution 2803 and the New York Declaration, saying the two frameworks offer a viable path to Palestinian statehood. The call for UN action on Palestine came during a United Nations General Assembly Second Committee session in New York, where Second Secretary Muhammad Faheem of Pakistan’s mission to the UN warned that the scale of devastation in Gaza was staggering.

Faheem told the committee that ceasefire violations were continuing in Gaza, with more than 1,400 Palestinians having been martyred. He stressed that the ceasefire must be fully upheld, and that the two UN frameworks should be implemented to protect Palestinian territorial integrity and keep the path to statehood open, Radio Pakistan reported on Sunday.

Pakistan’s call for UN action on Palestine

Pakistan framed the demand as a matter of territorial survival for the Palestinian people. The statement argued that Resolution 2803 and the New York Declaration reinforce each other, and that the ceasefire must be honoured in full before any lasting political process can move forward.

The 1,400 figure points to the toll of continued Israeli strikes since the truce took hold. Feature Pakistan documented strikes across the Strip on October 17, including a drone attack on a civilian gathering in the Tuffah neighbourhood of Gaza City and another strike that killed a Palestinian child in Deir al-Balah. The fragile truce has been in force since October 10, 2025, but the agreement has broken down again and again.

The same demand, three days earlier

Sunday’s statement was not a new position. It repeated almost word for word what Pakistan told the UN Security Council on October 16. Our report on Pakistan’s October 16 Security Council statement recorded acting Permanent Representative Usman Jadoon using the identical formulation of “full and good-faith implementation” for Resolution 2803, the Comprehensive Plan to End the Gaza Conflict, and the New York Declaration.

That means Pakistan has pressed the same demand at the UN twice in four days — first at the Security Council, and now at the General Assembly’s Second Committee. Pakistan raised the same frameworks at the Security Council on October 13 as well, when it condemned Israeli actions in Syria.

The repetition keeps the two frameworks at the centre of UN debate while the ceasefire keeps slipping. On October 17, Pakistan joined a joint statement with 17 other countries rejecting Colombia’s Jerusalem embassy move and warning that such steps have no legal effect under Security Council resolutions 476 and 478.

What Resolution 2803 and the New York Declaration are

Resolution 2803, adopted by the UN Security Council on November 17, 2025, endorsed the American 20-point plan for a ceasefire in Gaza and for regulating the period after the war. It passed with 13 votes in favour, including Pakistan’s. China and Russia abstained.

The resolution sets up a Board of Peace as a temporary governing body to coordinate Gaza’s reconstruction, alongside a temporary international stabilisation force that works with a trained and vetted Palestinian police force.

The New York Declaration came out of a high-level UN conference on the two-state solution held in July 2025, co-led by France and Saudi Arabia. It lays out a roadmap towards an independent, sovereign and viable Palestinian state and has become the political counterpart to the security-focused Resolution 2803.

West Bank violence adds pressure

Pakistan’s statement landed against a worsening backdrop in the occupied West Bank. Just a day earlier, masked settlers attacked a convoy of European diplomats and beat up a visiting French mayor during the Palestinian olive harvest in Taybeh. Israel’s foreign ministry condemned that attack and promised an investigation, but the episode has kept international attention fixed on settler violence.
