Imported Almonds Price in Pakistan to Rise as FBR Sets $3.81/kg Value

The imported almonds price in Pakistan is set to rise after the Federal Board of Revenue raised the customs value of shelled almonds to $3.81 per kilogram, a 27 percent increase under a new valuation ruling. The Directorate General of Customs Valuation in Karachi issued Valuation Ruling No. 2111/2026, which applies to almond imports from all countries.

What the new ruling changes

The revised values replace those notified in Valuation Ruling No. 2065/2026, issued in April 2026. Shelled almonds move from $3.00 to $3.81 per kilogram, while soft shell almonds rise slightly and hard shell almonds drop sharply.

The ruling also sets higher values for value-added almonds, including roasted and salted varieties, with a 15 percent loading on the base values. For imports arriving by land, a discount of $0.15 per kilogram will be allowed for sea freight while actual land freight is added. For air shipments, the difference between air freight and sea freight will be added for assessment.

Why the imported almonds price in Pakistan is rising

The new valuation follows the setting aside of the April 2026 ruling through Order-in-Revision No. 15/2026, dated June 1, 2026. The Directorate was directed to run a fresh valuation exercise covering domestic market prices, importer and seller margins and published international prices, using the valuation methods prescribed by law.

On September 25, 2026, the Directorate met representatives of the Pakistan Kiryana Merchants Association in Karachi and the Faisalabad Chamber of Commerce. Stakeholders were asked to provide sales tax invoices and verified export documents from the countries of purchase. The Kiryana Merchants Association opposed any further upward revision of customs values and submitted import documents and overseas invoices in support of its position, while the Faisalabad Chamber did not provide significant additional input.

The Directorate said it reviewed available import data and conducted a market survey before fixing the new values. The higher customs value raises the base on which duties and taxes are assessed, and importers typically pass that cost down the supply chain to wholesale markets and retailers.

Scope of the ruling

The ruling applies across Pakistan, with one stated exception: imports entering through land border stations in Khyber Pakhtunkhwa by persons or classes of persons filing goods declarations for the clearance of those imports. The Directorate said jurisdiction over those imports had been determined under its distribution of work.
