Nigran Prime Minister of Pakistan: The Complete Guide to Caretaker Rule

What “nigran” means, how a caretaker prime minister is chosen, what powers the office holds, every caretaker PM in Pakistan’s history — and who holds the office right now.

Last updated: 11 October 2026

Quick answer: The nigran (caretaker) prime minister of Pakistan (نگران وزیر اعظم) is the acting head of government appointed after the National Assembly is dissolved, to run the country until general elections produce a new government. The most recent caretaker PM was Anwaar-ul-Haq Kakar (14 August 2023 – 4 March 2024) — the longest-serving in the office’s history. As of October 2026 there is no caretaker prime minister; Shehbaz Sharif is the elected prime minister, in office since March 2024.

The term

What “Nigran” Means

“Nigran” (نگران) is the Urdu word for caretaker — literally, one who looks after or supervises. A nigran wazir-e-azam is not an elected prime minister but a steward: appointed to keep the state running in the gap between the dissolution of one National Assembly and the election of the next.

The purpose

Why the office exists

Pakistan’s Constitution requires that general elections be held within 90 days of the National Assembly’s dissolution. In that window, someone must run the government — sign the files, keep ministries working, handle emergencies. But it cannot be the outgoing prime minister, who would be both player and referee in the coming election. The caretaker setup solves this: a neutral administration whose only real job is delivering a free and fair vote.

The constitutional basis

Articles 224 and 224-A

The caretaker system is written into the Constitution itself. Article 224 governs elections after dissolution; Article 224-A lays down the appointment mechanism. This isn’t a convention or a tradition — it’s constitutional machinery, used eight times since 1990, most recently in 2023–24.

The selection

How a Caretaker PM Is Chosen

The process is designed to force consensus — and has a tie-breaker for when consensus fails.

1

Consensus first

The outgoing prime minister and the Leader of the Opposition consult and try to agree on a name. The appointee is formally appointed by the President. This is how Anwaar-ul-Haq Kakar was chosen in August 2023 — by agreement between Shehbaz Sharif and Raja Riaz.

2

Committee next

If the two leaders cannot agree within the stipulated time, the matter goes to a parliamentary committee with equal government and opposition representation, which must pick from the names proposed.

3

ECP decides

If the committee also deadlocks, the Election Commission of Pakistan selects the caretaker prime minister. The ladder — consensus, committee, Commission — means the office can never be left vacant by disagreement.

The job

Powers — and Limits

A caretaker prime minister runs the country but may not reshape it. The mandate is deliberately narrow.

Can do

Day-to-day governance

The caretaker PM heads the cabinet, chairs the National Security Committee, represents Pakistan internationally, and keeps the machinery of the state — ministries, law and order, the economy’s daily management — functioning. During Kakar’s tenure, for example, the caretaker government managed IMF engagements, conducted foreign policy, and oversaw the 8 February 2024 general elections.

Cannot do

No major policy decisions

The settled constitutional convention is that caretakers take no major policy decisions except on urgent matters — no sweeping reforms, no long-term commitments that would tie the hands of the incoming elected government. The office is a bridge, not a destination. Its legitimacy comes from neutrality: the caretaker PM is expected to belong to no party and favour none.

The history

Every Caretaker PM in Pakistan’s History

Eight caretaker prime ministers have held the office since the system began in 1990.

The longest tenure

The Kakar Tenure (2023–24)

Anwaar-ul-Haq Kakar — a senator from Balochistan and co-founder of the Balochistan Awami Party — took oath as the 8th caretaker prime minister on 14 August 2023, resigning his Senate seat and party membership to take the neutral role. His 203-day tenure is the longest any caretaker PM has served.

1

The delayed election

Normally a caretaker serves about 90 days. Kakar served 203 because the 2024 elections — held 8 February 2024 — were delayed by the delimitation of constituencies after the 2023 digital census, pushing the vote months past the constitutional window.

2

The election delivered

His government’s central task was the 8 February 2024 general elections — among the most contested in Pakistan’s history. Whatever the controversies around the vote, the caretaker administration’s job was to hold it and hand over power.

3

The handover

On 4 March 2024, Kakar handed over to Shehbaz Sharif — the same man he had succeeded as caretaker — who took oath as Pakistan’s 24th prime minister. The bridge had done its job.

Right now

Who Holds the Office Now?

As of October 2026, there is no caretaker (nigran) prime minister of Pakistan. The office only exists in the window between the dissolution of the National Assembly and the formation of a new elected government — and Pakistan currently has an elected government.

Shehbaz Sharif is the prime minister of Pakistan, elected by the National Assembly on 3 March 2024 and sworn in on 4 March 2024 as the country’s 24th premier. A new caretaker prime minister will only be appointed when the current Assembly is dissolved ahead of the next general elections. The full picture

Beyond the PM: The Full Caretaker Setup

The caretaker prime minister doesn’t govern alone — a whole temporary administration comes with the office.

1

The caretaker cabinet

The PM appoints a cabinet of federal ministers — technocrats and retired officials rather than politicians. Kakar’s cabinet included figures like Shamshad Akhtar (finance), Jalil Abbas Jilani (foreign affairs) and Umar Saif (IT) — specialists chosen for competence, not party loyalty.

2

Provincial caretakers

Each province gets its own caretaker chief minister through the same consensus mechanism between the outgoing CM and the provincial opposition leader. The 2023–24 period saw caretaker governments in Punjab, Sindh, KP and Balochistan running in parallel with Kakar’s federal setup.

3

The ECP partnership

While the caretaker government runs the state, the Election Commission of Pakistan runs the election — delimitation, voter lists, polling staff, results. The two are separate by design: the government keeps the lights on; the Commission delivers the vote.
