The Higher Education Commission and Pakistan’s National Cyber Emergency Response Team signed a memorandum of understanding on October 1 to strengthen cybersecurity across universities and higher education institutions.
What the MoU covers
The NCERT HEC cybersecurity agreement creates formal cooperation on cyber resilience for the higher education sector. Universities will get a dedicated channel for coordination, information sharing and response to emerging threats.
EduCERT: a dedicated response team
A central piece of the deal is the creation of the Education Sector Computer Emergency Response Team, or EduCERT, built on the Pakistan Education and Research Network under HEC.
EduCERT will handle cyber threat monitoring, incident coordination, information sharing, security awareness and institutional resilience. Universities will be able to exchange threat intelligence, knowledge and best practices through the platform.
Universities are prime targets
Universities make attractive targets for attackers. They store student records, staff payroll data and research, run large networks with thousands of users, and often operate with small IT security teams. Pakistan’s universities have digitised rapidly in recent years, from online admissions to cloud-hosted examination systems, widening the surface attackers can exploit. Ransomware and phishing campaigns have hit higher education institutions in several countries in recent years.
A sector-wide response team changes the arithmetic. When one university detects an intrusion, EduCERT can push indicators and fixes to others on PERN before the same attack spreads. Shared awareness sessions also raise the baseline: most breaches still start with a single clicked link.

HEC Chairman Prof. Dr. Niaz Ahmad Akhtar said stronger cybersecurity across higher education institutions is essential to protecting digital infrastructure, academic systems and institutional data. He stressed coordinated efforts, timely information sharing and stronger institutional capacity against evolving threats, adding that EduCERT gives universities a structured way to work together and improve preparedness.
Universities hold large volumes of student records, research data and financial information, which makes them attractive targets. A shared response mechanism means an attack on one campus can inform defences at others.
