An application has been filed in the Lahore High Court seeking a transparent investigation into an alleged Multan encounter in which a suspect, Tauqeer, was killed.

The application was filed by the Judicial Activism Panel. It also questioned the legal status and authority of the Crime Control Department (CCD), the Punjab police unit whose encounters have drawn repeated court scrutiny.

What the petition asks for

The petitioner maintained that every citizen was entitled to a fair trial under the Constitution. It called for an impartial inquiry into the circumstances surrounding Tauqeer’s death.

It also sought the suspension of the police personnel allegedly involved in the encounter, pending completion of the investigation. The request, if granted, would keep the officers off duty while the facts are established, rather than leaving them in place during their own case.

The filing does not, on its own, decide what happened in Multan. It asks the court to make sure the version of events is tested independently, instead of resting on the account of the force involved.

Why the CCD question matters

The petition goes beyond one death. By questioning the legal status and authority of the CCD, it raises a wider question about a unit that carries out high-profile operations across Punjab.

That question has practical weight. If a unit’s powers are unclear, every encounter it conducts can be challenged in court, and every inquiry into a death becomes harder to close. A clear ruling on the department’s standing would therefore affect more than this single case.

The Lahore High Court has already shown this month that it is willing to press Punjab Police on its conduct. In a separate hearing, Chief Justice Aalia Neelum reprimanded the force over trial delays and sought an explanation from the provincial police chief, showing a court in an assertive mood on policing standards.

A second front involving the chief minister

Meanwhile, the Lahore High Court Bar Association has announced plans to approach the National Cyber Crime Investigation Agency (NCCIA) to seek registration of a case under the Prevention of Electronic Crimes Act (PECA) against Punjab Chief Minister Maryam Nawaz.

The association’s complaint relates to her alleged remarks accusing a judge of accepting a bribe. The bar says it wants the matter pursued through the cybercrime agency, a step that would put the chief minister’s public statements about the judiciary under formal investigation.

The two developments are separate, but they point in the same direction. Both the petition and the bar’s planned complaint ask state institutions to answer for their conduct in public, through courts and inquiries, rather than through press statements alone.

What happens next

The court has yet to fix the petition for hearing or pass any order on it, on the information available so far. The next step will be whether the bench admits the application and what directions, if any, it gives on the inquiry and the suspension request.

For the family of the man killed in Multan, the filing is a first step, not a verdict. For Punjab Police, it is another case in which an encounter will be argued in open court, with the authority of the unit behind it also on the table.
