First round of govt-opposition talks ends as PTI’s Oct 4 protest looms

The first round of govt opposition talks ended in Islamabad on Friday, with the government and opposition negotiating teams agreeing to meet again on Saturday, when the PTI is expected to formally present its demands, even as the party’s planned October 4 long march on the federal capital hangs over the process.

The delegations met at the chamber of National Assembly Speaker Ayaz Sadiq, who welcomed both sides. “I am only playing the role of a mediator,” he said. “Parliament is the only forum where solutions to issues can be found,” he added.

The National Assembly Secretariat said the delegations “apprised each other of their respective positions and held detailed discussions on various matters in a spirit of restraint”, with the second round set for Saturday at 2pm in the speaker’s chamber.

Govt opposition talks bring both sides to the table

The opposition side comprised PTI Chairman Barrister Gohar Ali Khan, Senate Opposition Leader Allama Raja Nasir Abbas, Asad Qaiser, Salman Akram Raja and Amir Dogar — reconstituted after TTAP chief Mahmood Khan Achakzai refused the speaker’s chamber as the venue, insisting on a neutral location.

The government side fielded Mohsin Naqvi, Rana Sanaullah, Tallal Chaudhry, Amir Muqam, Tariq Fazal Chaudhry and PPP’s Sherry Rehman, Naveed Qamar and Ejaz Hussain Jakhrani.

Naqvi briefed the meeting on the law-and-order situation in Khyber Pakhtunkhwa, where the PTI government is in power and where the planned march will originate. Ministers have warned that the Centre would have “no other option” but to impose governor’s rule or emergency in the province in light of the security situation and the protest call — a warning the PTI has answered with threats of dire consequences.

What the two sides want

The PTI postponed its long march from September 27 to October 4. Its demands centre on the release of jailed founder Imran Khan and what it calls the restoration of constitutional supremacy; Gohar says the march announcement is final.

The joint negotiating setup follows the meeting between Prime Minister Shehbaz Sharif and President Asif Ali Zardari on October 1, after which the centre paused talk of emergency or governor’s rule in KP and agreed to engage the opposition directly.

Nasir Abbas said the government should engage “with integrity”, and that the march call would remain “intact” until a solution was found. “Negotiating is the way of political leaders,” he said. A day earlier, Sanaullah had revealed the two sides were already in “off-the-record talks” — while warning: “even if they do not postpone it, we have arrangements in place to stop them.”

Why Saturday matters

Saturday’s second round is the real test. The PTI will lay out its demands in writing, and the government will have to show whether it can offer anything that persuades the party to call off the October 4 march. For now, the fact that the two delegations sat in the same room at all counts as progress in a standoff that has deepened for weeks.
