Why the Punjab local government elections were delayed

The proposed date matters because Punjab has gone without elected local governments for over three years. The term of the province’s local bodies expired on December 31, 2021, and no fresh elections have been held since.

The delay has repeatedly brought the provincial government before a four-member ECP bench headed by Chief Election Commissioner Sikandar Sultan Raja. The ECP has described the delay as an embarrassment for both the commission and successive provincial governments.

Part of the reason lies in the law itself. Punjab changed its local government law several times over this period, forcing the ECP to restart delimitation exercises and sending preparations back to square one. The province has now passed the Punjab Local Government Act, 2025, which received the governor’s assent, and the ECP has directed that delimitation proceed under the new law.

The provincial government had earlier suggested holding the polls between December 15, 2026 and January 15, 2027, in phases, arguing that school examinations would be over by then and fog would not hamper polling. The ECP agreed with that timeframe in principle. Electing local governments is also a constitutional requirement under Article 140-A.

The ball now sits with the Punjab government. Once it responds to the draft schedule, the ECP will issue the final election programme. A related petition by Jamaat-e-Islami is also before the Lahore High Court, keeping judicial pressure on the timeline.
