One-Door Facilitation Centre for Karachi Port Businesses Ordered on Fast Track

Federal Minister for Maritime Affairs Muhammad Junaid Anwar Chaudhry has ordered faster work on a one-door facilitation centre in Karachi that will bring all port-related government services under one roof. The directive came as he reviewed the ministry’s ongoing projects and reform agenda at a weekly meeting in Islamabad.

The proposed centre is the central plank of the government’s Karachi port facilitation push. Port-related businesses would be able to clear documentation, pay fees and deal with regulators through a single window instead of running between departments.

Why Karachi port facilitation matters

Karachi’s two ports handle the bulk of Pakistan’s seaborne trade, and businesses dealing with them have long complained about fragmented processes. Importers and exporters interact separately with the port authorities, customs, shipping lines, terminal operators and fisheries regulators, and each stop costs time and money.

The minister said the one-door cell would remove that friction. In line with the prime minister’s vision for trade facilitation, every service connected to port trade should be available under one roof.

He directed officials to speed up establishment of the centre and maintain momentum across the ministry’s project list, with particular emphasis on measures that improve the ease of doing business in the maritime sector.

Ship registration and blue economy on the agenda

The review meeting also covered proposals to simplify the registration process for ships and fishing vessels, along with measures relating to the blue economy and tax incentives for fisheries exporters.

The minister was briefed on progress in formulating the National Maritime Policy and the National Fisheries and Aquaculture Policy, two documents that will shape the sector for years.

Discussions covered the Shipping and Transshipment Policy and development projects at Port Qasim, including the Sea-to-Steel Project and the proposed Integrated Maritime Industrial Complex. Progress on the rehabilitation of the Manora Workshop of the Karachi Port Trust and several Gwadar Port development projects was also reviewed.

The meeting further considered the Maritime Educational Endowment Fund, which is meant to support maritime education and human resource development for the sector.

What happens next

Officials have been told to keep the work moving and report back with timelines. The one-door centre, if delivered, would be the most visible test of the ministry’s reform push, since it is the service traders will encounter first.
