Senate Endorses KP Emergency Resolution by Majority Vote Amid Opposition Protest

ISLAMABAD: The Senate on Wednesday approved the resolution endorsing the federal government’s imposition of emergency and governor’s rule in Khyber Pakhtunkhwa, completing parliamentary backing for the October 11 move after the National Assembly passed a similar resolution earlier in the day.

The upper house adopted the resolution by a majority vote amid loud opposition protest. The vote gives the Centre the endorsement of both houses of parliament for the most sweeping federal intervention in a province in recent years.

Naqvi defends legality in Senate KP emergency resolution debate

Interior Minister Mohsin Naqvi addressed the Senate during the session and maintained that the imposition of emergency and governor’s rule did not violate the Constitution. Responding to the Leader of the Opposition in the Senate, Raja Nasir Abbas, he urged him to identify the specific constitutional provision the government had allegedly breached.

Naqvi told the house that the PML-N and the PPP had reviewed the relevant provisions of the law before the decision, and the government believed the move was justified. His remarks set the tone for the treasury benches, which argued the emergency was a security necessity rather than a political manoeuvre.

Opposition calls October 11 a black day

The opposition, meanwhile, kept up its attack. A joint meeting of opposition parliamentary parties at Parliament House on Tuesday demanded the immediate withdrawal of the emergency and governor’s rule, urging the Centre to respect what it called the democratic mandate of the people of the province.

The meeting drew the leaders of the opposition in both the Senate and the National Assembly, along with PTI Chairman Barrister Gohar Ali Khan and JUI-F chief Maulana Fazlur Rehman. In a statement afterwards, the opposition said October 11 would be remembered as a black day in Pakistan’s democratic history.

The opposition also questioned what it called a double standard: emergency in KP while the government continued in Balochistan. The government insists the Balochistan chief minister is cooperating in the counterterrorism fight, while the KP chief minister refused to follow national policies.

PM takes allies into confidence

Separately, Prime Minister Shehbaz Sharif took ruling coalition allies into confidence over the imposition of governor’s rule in KP, telling leaders of the MQM-P, PML-Q, Balochistan Awami Party, Istehkam-e-Pakistan Party and PML-Zia that the Centre had made every effort to avoid what he called the extreme step. He said the federal government had provided more than Rs800 billion to KP under the National Finance Commission for counterterrorism, but the provincial government had failed to strengthen its Counter-Terrorism Department or set up Safe City projects. The allied delegations assured him of their full support.

Why the Senate vote matters

Emergency proclamations need parliamentary ratification to survive beyond their initial period, which is why the government moved resolutions in both houses the same day. The National Assembly passed its resolution earlier on Wednesday after nearly four hours of heated debate, with Law Minister Azam Nazeer Tarar telling the house the KP situation had become a threat to national security.

In that session, PPP Chairman Bilawal Bhutto-Zardari regretted the emergency but blamed the PTI-led provincial government for leaving the Centre with no option, saying the party had carried out a political suicide attack on its own government. He also called for dialogue with the opposition, a line he had raised directly with the prime minister.

The Senate’s endorsement now closes the parliamentary loop. What remains contested is the legal fight: the PTI has already challenged the emergency and governor’s rule proclamations in the Peshawar High Court, and the joint opposition has vowed to keep pressing for withdrawal.
