Abducted Kharan DC freed in Quetta after tribal elders intervene

The abducted Kharan DC has been recovered in Quetta after tribal elders intervened, ending nearly a fortnight in captivity. Provincial authorities confirmed on Friday that Deputy Commissioner Munir Soomro was safe, describing his recovery as a welcome development for Balochistan.

Soomro was seized at gunpoint on Sept 20 while travelling from Quetta to Kharan in a private car. He was recovered on Friday, October 2, according to officials, who said his family had also confirmed that he had returned safely.

How the abducted Kharan DC was recovered

Soomro was travelling with three other people in a private vehicle when unidentified armed men intercepted them in the Barshonki area of Kharan district. All four were taken to an undisclosed location. On the third day after the kidnapping, the abductors released Soomro’s driver and security guard, but the deputy commissioner remained in captivity until his recovery was announced on Friday.

Following the abduction, government authorities pursued various efforts to secure his release, including seeking the assistance of influential tribal figures. Babar Yousafzai, an adviser on media affairs to the Balochistan Home Department, confirmed the recovery in a statement and said ensuring the safety of government officials and the public remained the government’s top priority.

It remained unclear whether the release was unconditional, whether the abductors’ demands had been accepted, or whether any ransom had been paid. Authorities did not disclose further details about the circumstances of the recovery, including the location where he was found or whether any arrests had been made. No group claimed responsibility for the abduction.

A September of abductions in Balochistan

Soomro’s abduction was part of a wave of kidnappings targeting police and government officials across Balochistan last month. Days after the deputy commissioner was taken, armed men abducted Mir Manda Khan Mandai, the station house officer of Mal police station, from the Ahmed Wal area of Nushki. Around the same time, acting SHO ASI Gul Shah Khan Mohammad Hasni was abducted in Chagai, three police personnel were taken near Panjpai in Quetta while travelling to a wedding, and another officer, Abdul Rasool Sumalani, was abducted in the Daringarh area of Mastung.

Earlier this year, the vice chancellor, pro-vice chancellor and a lecturer of the University of Turbat were reported abducted in the province. Kharan itself lies around 300 kilometres southwest of Quetta and has seen prolonged unrest and militant activity, with authorities repeatedly saying security measures were being taken to improve law and order in the area.

Questions that remain unanswered

For now, officials have given no account of who was behind the kidnapping, what the abductors wanted, or how the tribal elders negotiated the release. The deputy commissioner, as the district’s highest administrative authority, handles land records, relief operations, development schemes and law and order coordination, making his abduction a direct challenge to the civil administration.

The recovery will come as a relief to Soomro’s family and to officials serving in the province’s more volatile districts, but the conditions of his release and the fate of the other abducted officials remain open questions.
