Ministries Told to Compile Civil Servants’ Foreign Nationality Declarations

The federal government has directed all ministries and divisions to submit consolidated details of civil servants’ foreign nationality declarations, tightening enforcement of rules that require bureaucrats to disclose any foreign citizenship, travel documents or foreign spouses.

The Establishment Division issued the notification on October 21, 2026. It requires ministries to compile declarations on officers’ own nationality status and that of their dependants, and warns that failure to submit the information, or submitting false information, will count as misconduct under civil service rules.

Foreign nationality declarations: what the October 21 notification says

The notification refers to the Civil Servants (Disclosure and Regulation of Foreign Nationality) Rules, 2026. Under those rules, every civil servant had to declare their own and their dependants’ nationality status within 90 days of the rules’ publication in the official gazette.

Rule 3(3) requires officers to state whether they hold the nationality of any foreign country, possess foreign travel documents, or are married to a foreign national. They must also disclose the nationality and travel-document status of their dependants.

The Establishment Division made the consequence clear: failure to submit the declaration, or providing false information, constitutes misconduct under the Civil Servants (Efficiency and Discipline) Rules, 2020, in line with Rule 3(4) of the 2026 rules.

How ministries must report

The notification directs all ministries and divisions to submit the information in a consolidated format for officers under their administrative control. It excludes officers of the Pakistan Administrative Service (PAS), the Police Service of Pakistan (PSP), the Secretariat Group and the Office Management Group, which are covered separately.

The prescribed format requires each officer’s name, designation and basic pay scale, confirmation of whether the declaration under Rule 3(3) has been submitted, and details of the foreign nationality or travel-document status of both the officer and their dependants.

An escalation of the October drive

The new directive follows the government’s earlier decision to enforce the Foreign Citizenship Rules 2026, which gave civil servants one week to declare any foreign citizenship. The October 21 notification moves the process a step further: from individual deadlines to ministry-level consolidation, with a clear misconduct warning attached.

The government has also been tightening employment rules for dual-national bureaucrats more broadly, signalling that foreign-nationality disclosures are becoming a permanent feature of civil-service regulation rather than a one-off exercise.

What happens next

Ministries must now collect and consolidate the declarations from their officers. Officers who have not yet filed, or who filed incomplete or inaccurate information, face misconduct proceedings under the Efficiency and Discipline Rules, which can lead to penalties ranging from warnings to removal from service.

What must civil servants declare?

Under Rule 3(3) of the 2026 rules, officers must declare any foreign nationality they hold, any foreign travel documents, and whether they are married to a foreign national, along with the nationality and travel-document status of their dependants.

What is the penalty for not declaring?

Failure to submit the declaration or providing false information counts as misconduct under the Civil Servants (Efficiency and Discipline) Rules, 2020.

Are all officers covered by this notification?

The notification covers officers under each ministry’s administrative control but excludes the Pakistan Administrative Service, Police Service of Pakistan, Secretariat Group and Office Management Group, which report separately.

Why is the government collecting this information?

The government is enforcing the Civil Servants (Disclosure and Regulation of Foreign Nationality) Rules, 2026, as part of a wider drive to regulate dual nationality among bureaucrats and bring transparency to foreign links in the civil service.
