Embassy, high commission, consulate — the terms get mixed up constantly, and choosing the wrong one wastes a trip to Islamabad. Here is the plain-English difference, which one handles visas, and where Pakistan’s own consulates sit abroad.
Quick answer: An embassy (or high commission for Commonwealth countries) is a country’s main diplomatic mission in a capital — it handles diplomacy and citizen services. A consulate is a smaller office in another city focused on citizen services and visas. For a visa, go to whichever is nearest — often a consulate.

Why “High Commission”?
Commonwealth member states — the UK, Canada, Australia, India, Bangladesh, Kenya, Malaysia, Nigeria, South Africa, Sri Lanka and others — call their embassies high commissions and their ambassadors high commissioners. Which One Do You Need for a Visa?
- Tourist/work/student visa: the consular or visa section — at the embassy or the nearest consulate. Many missions outsource intake to visa centres (e.g. Gerry’s), so check the mission’s site first.
- Help as a citizen abroad: the nearest consulate of your country — e.g. a Pakistani in Dubai goes to the Consulate General of Pakistan, Dubai.
- Document attestation for Pakistan: often the embassy in Islamabad, or Pakistan’s Ministry of Foreign Affairs.
Pakistan’s Missions Abroad
The mirror image: Pakistan maintains embassies in world capitals (e.g. Washington, London, Riyadh, Beijing) and consulates in other cities (e.g. Dubai, Jeddah, New York, Los Angeles, Manchester, Bradford). If you are a Pakistani overseas, these are “your” embassy and consulate — the ones people mean by “Pak Embassy”. Inside Pakistan, the counterpart is MOFA in Islamabad.
