FBR Property Rates Islamabad, Abbottabad Revised
FBR property rates Islamabad buyers and sellers must now use have changed, after the Federal Board of Revenue set fresh valuations for property in Islamabad’s rural areas and Abbottabad. The board issued two notifications dated November 5, 2026.
The changes cover open plots and built property. In Abbottabad, the highest commercial rate reaches Rs5.8 million per marla.
Islamabad rural areas move to the collector’s tables
Under SRO 2061(I)/2026, the FBR amends SRO 644(I)/2026 of April 16, 2026, so rural Islamabad valuations follow the latest rates issued by the Additional Deputy Commissioner (Revenue), the District Collector.
Valuations in rural Islamabad will now move when the district collector updates the local tables, rather than waiting for a fresh federal notification.
Abbottabad residential and commercial rates
Separately, SRO 2060(I)/2026, issued under Section 68 of the Income Tax Ordinance, 2001, replaces the earlier Abbottabad schedule in SRO 1679(I)/2024 of October 29, 2024.
Residential open plots in Main Bazaar, Sadar Bazaar, Jinnah Masjid Bazaar, Sarafa Bazaar, Gurdwara Gali and Kutcheri Road have been valued at Rs1.25 million per marla. Abbottabad Bazaar is set at Rs970,000 per marla, while Iqbal Road is valued at Rs800,000 per marla.
Commercial open plots in Main Bazaar and adjoining specified areas carry the highest rate at Rs5.8 million per marla. Abbottabad Bazaar is valued at Rs4.4 million per marla, and Mansehra Road from Fawara Chowk to Mian Gi Hotel at Rs4 million per marla.
Other commercial rates include Rs3.1 million per marla for Jinnahabad, Rs3 million for Havelian Bazaar and Nathia Gali Main Road, and Rs2.5 million for College Road Mandian, Old College Road Mandian, Comsats Road, Murree Road and Changla Gali.
Built property rates by age
For constructed residential and commercial properties, the notification adds age-based rates to the land values. Buildings up to five years old are valued at Rs2,000 per square foot. Buildings more than five and up to 10 years old are valued at Rs1,000 per square foot, and buildings older than 10 years at Rs500 per square foot.
FBR property rates Islamabad: what the new values mean for buyers
FBR valuations are the values used to work out tax on property transactions. When the board raises the value of a plot or a building, the tax charged on its sale or transfer rises with it, even if the buyer and seller agreed a lower price.
The revisions follow earlier FBR moves on property tables, including a cut of up to 30 percent in Islamabad valuations and reduced rates in five Punjab cities.
Anyone buying or selling in these areas should check the new tables before agreeing a price: the FBR value, not the sale-deed price alone, decides the tax due.
The FBR has been active on other fronts this month, recently letting taxpayers fix old sales tax invoices through IRIS, while the government weighs a tax reprieve for 1.2 million traders in the fixed tax scheme.

Frequently asked questions
What has the FBR changed for Islamabad property?
Under SRO 2061(I)/2026, rural Islamabad valuations follow the District Collector’s latest tables instead of a fixed federal schedule.
What are the new Abbottabad residential plot rates?
Main Bazaar, Sadar Bazaar, Jinnah Masjid Bazaar, Sarafa Bazaar, Gurdwara Gali and Kutcheri Road are valued at Rs1.25 million per marla; Abbottabad Bazaar is Rs970,000 and Iqbal Road Rs800,000.
What is the highest commercial rate in Abbottabad?
Commercial open plots in Main Bazaar and adjoining specified areas are valued at Rs5.8 million per marla, the highest rate in the new schedule.
How are built properties valued?
Rs2,000 per square foot for buildings up to five years old, Rs1,000 for five to 10 years, and Rs500 for older than 10 years, on top of the land value.
Why do FBR property values matter?
FBR valuations set the tax charged on property sales and transfers, so a higher valuation raises the tax due even if the agreed price is lower.
