Pakistan Pushes Early GCC Free Trade Agreement

Pakistan Pushes Early GCC Free Trade Agreement

Pakistan and Saudi Arabia have discussed the early signing and implementation of the Pakistan-GCC free trade agreement, with Federal Minister for Commerce Jam Kamal Khan saying the deal would widen market access for Pakistani exporters and deepen economic engagement with the Gulf.

Jam Kamal raised the agreement at a meeting in Islamabad with the newly appointed Saudi Ambassador to Pakistan, Dr Rajeh Albugamy, according to a statement issued on Saturday, October 31. The two sides also discussed bilateral trade, investment and agricultural cooperation, along with regional connectivity.

GCC free trade agreement: what was discussed

The commerce minister said Saudi Arabia’s economic diversification under Vision 2030 and Pakistan’s production and industrial capabilities offered considerable scope for greater economic integration. He pointed to cooperation in scaling up production, improving product quality, adopting modern technologies and strengthening industrial competitiveness.

He said such cooperation could help Pakistani businesses meet the requirements of the Saudi market more easily, while creating mutually beneficial economic opportunities. He also stressed expanding Pakistan’s export base and building private-sector partnerships so that the growing economic engagement produces tangible trade outcomes.

Ambassador Albugamy reaffirmed the enduring bonds between the two countries and assured continued support for stronger bilateral economic relations. He highlighted opportunities for enhanced regional connectivity and cooperation, particularly in agriculture, and committed to close engagement with the commerce ministry to identify new avenues for cooperation.

Both sides agreed to maintain regular coordination and follow-up engagement to advance bilateral trade, investment and agricultural cooperation, with the stated aim of turning a longstanding friendship into stronger economic ties.

Where the GCC free trade agreement stands

The Saudi meeting is the latest step in a sustained Pakistani push for the deal. Pakistan raised the same agreement with Qatar at the second meeting of the Pakistan-Qatar Joint Task Force on Trade and Investment in Doha on October 24, asking Doha to help speed up the remaining formalities.

According to the commerce ministry account reported after that meeting, Pakistan has completed its domestic approval process and sent the approved agreement text to the GCC Secretariat on December 31, 2025. The agreement itself has not yet been signed, so the current diplomacy centres on completing the outstanding formalities and moving toward signature and implementation.

That background matters for exporters. A signed agreement would give Pakistani goods structured access to a six-member bloc that includes Saudi Arabia, the United Arab Emirates, Qatar, Kuwait, Bahrain and Oman. Until signature, the gains remain prospective, and businesses should treat the current statements as direction of travel rather than a done deal. The Gulf track has moved in parallel through Bahrain, where Feature Pakistan covered the joint trade group talks on the GCC agreement and the push to speed up the pact.

Why the deal matters for Pakistani exporters

For Pakistan, the prize is market access. Gulf markets already absorb a large share of Pakistani exports and employ millions of Pakistani workers, whose remittances support household incomes at home. A formal trade agreement could lower barriers for exporters, give them more predictable terms, and open space in sectors such as agriculture, food processing and manufacturing.

For Saudi Arabia, the attraction runs the other way. Vision 2030 aims to diversify the Saudi economy beyond oil, and Pakistan offers production capacity, a large workforce and a geographic link to South and Central Asia. The commerce minister’s emphasis on product quality and modern technology speaks directly to that exchange: better standards in Pakistan, wider shelf space in the Gulf.
