Civil-Military Huddle Agrees to Scale Up KP IBOs

Civil-Military Huddle Agrees to Scale Up KP IBOs

The civil-military leadership has agreed to scale up KP IBOs and tighten coordination between federal and provincial institutions in Khyber-Pakhtunkhwa. Prime Minister Shehbaz Sharif chaired the high-level meeting on Tuesday, which reviewed security, politics and administration in the province.

Field Marshal Syed Asim Munir attended the meeting, along with Pakistan Peoples Party Chairman Bilawal Bhutto Zardari and Khyber-Pakhtunkhwa Governor Faisal Karim Kundi. Federal ministers, governors and senior officials also took part. The meeting reviewed the overall national and internal security situation, with a close focus on law and order in the province.

Scale up KP IBOs agreed at huddle

Participants agreed to broaden the scope of intelligence-based operations to eliminate terrorism in the province, according to Tribune reporting on the meeting. They also agreed that coordination between federal and provincial institutions must become more effective. The prime minister directed the relevant institutions to work under one coordinated strategy to restore law and order.

The meeting was briefed on earlier decisions about Khyber-Pakhtunkhwa and the progress made in carrying them out. Governor Kundi briefed participants on measures taken across various sectors and on the performance of the Area Development Council.

Intelligence-based operations differ from large-scale military campaigns. They rely on specific information about a target, and they aim to strike a small group rather than clear a wide area. That distinction matters for residents, because a wider IBO campaign can still bring more checkpoints, searches and movement controls in affected districts.

What governor’s rule changed in KP

The federal government imposed governor’s rule and a state of emergency in Khyber-Pakhtunkhwa on October 11. The stated aims were to rein in terrorism and improve governance in the province. On October 22, the prime minister chaired an Apex Committee meeting and announced development projects worth Rs160 billion for the province.

Tuesday’s meeting also reviewed that Rs160 billion package. The package covers development projects, stronger security arrangements and public welfare initiatives. Participants discussed the broader political situation as well, along with matters linked to possible legislation in the coming days.

According to figures from the Islamabad-based Pakistan Institute for Conflict and Security Studies, terrorist attacks have fallen by 37 per cent since governor’s rule began, when compared with September. Feature Pakistan earlier reported on the October security figures from the same institute, which set out the trend behind that claim.

The institute also warned last week that some incidents remain a cause for concern. That warning frames the decision to expand operations even as headline attack numbers improve.

Mohmand attack underlined the risk

The latest such incident took place in Mohmand district, where gunmen targeted police guarding a polio vaccination team. Two policemen were martyred in the attack. A constable and an alleged terrorist were injured in an exchange of fire in the Tamanzai area, within the jurisdiction of Pindiali police station.

President Asif Ali Zardari and Prime Minister Shehbaz Sharif condemned the attack. The president said targeting personnel on polio duty was extremely regrettable and condemnable, and he paid tribute to their national duty. The prime minister prayed for the elevation of the martyrs’ ranks and extended condolences to their bereaved families.

Funeral prayers for Constables Zahoor Khan and Arabi Khan were offered at Police Lines Ghalanai with full official honours. Civil, military and police officials attended with relatives of the deceased. District Police Officer Raza Muhammad Khan, 114 Brigade Commander Brigadier Iftikhar Mehboob, Mohmand Rifles Commandant Colonel Imran Khalid and Deputy Commissioner Mohmand Captain Bilal Shahid Rao laid floral wreaths on the bodies.

Feature Pakistan earlier covered the Mohmand polio team incident in full. The attack showed why the polio campaign still depends on armed escorts in parts of the province, and why security gains remain fragile at district level.

What happens next

The practical test now lies in how the coordinated strategy works on the ground. Federal and provincial institutions must share information faster, and they must agree on which districts get priority. Past friction between the centre and the province has slowed joint action before, and the huddle appeared designed to close that gap.

The debate about collateral harm will also continue. Rana Sanaullah had earlier warned about the risk of collateral damage during such operations, as Feature Pakistan reported in its coverage of concerns over IBO collateral damage. A wider campaign will face closer scrutiny on that point, from residents and from political parties alike.

Operations will expand, coordination will be watched closely, and the Rs160 billion development package will run alongside the security effort. Feature Pakistan earlier covered the 11-member panel set up to monitor Khyber-Pakhtunkhwa, which gives one route for tracking whether the promises made on Tuesday turn into action.
