Pakistan Diplomacy Statement Adopted by UN Security Council

Pakistan Diplomacy Statement Adopted by UN Security Council

The United Nations Security Council on Thursday adopted by consensus a presidential statement initiated by Pakistan on the role of diplomacy during active hostilities. The Pakistan diplomacy statement, announced by the Foreign Office in Islamabad, calls on states to keep talking even after fighting has begun.

The statement reaffirms the Council’s commitment to the peaceful settlement of disputes under Chapter VI of the UN Charter, Tribune reported. It stresses that diplomatic engagement must continue after the outbreak of armed conflict, through mediation, good offices and open channels of communication, with the aim of easing fighting and reaching lasting political settlements.

The Foreign Office described the adoption as an important contribution by Pakistan to the Council’s work on international peace and security. In a statement issued in Islamabad, it said the text brings together established principles and lessons from different conflicts within a single focused framework.

“It underscores the imperative of sustained diplomatic engagement even after hostilities have commenced, including through mediation, good offices and the maintenance of channels of communication, with a view to facilitating ceasefires and promoting durable political settlements,” the Foreign Office said.

Pakistan diplomacy statement builds on Resolution 2788

The new statement builds on Security Council Resolution 2788, which was adopted unanimously in July 2025 while Pakistan held the Council presidency. That resolution restated the Council’s commitment to peaceful settlement of disputes. The presidential statement takes the next step by dealing in detail with diplomacy once fighting is under way.

The road to adoption took about three weeks. Pakistan circulated a first draft to Council members on October 14, according to the Security Council Report. A revised draft followed on October 23, and a second revised draft went out on October 29. That version was placed under a silence procedure, which the United States then broke. A third revised draft circulated on November 3 and passed through silence the next day, clearing the way for adoption on Thursday.

Deputy Prime Minister and Foreign Minister Ishaq Dar welcomed the outcome. “When hostilities intensify, diplomacy must not retreat,” he said in a post on X, adding that the statement builds on Resolution 2788 and restates diplomacy as a tool for de-escalation and dialogue during conflicts.

What a presidential statement means

A presidential statement is adopted by consensus of all 15 Council members and records the Council’s shared position. Unlike a resolution, it is not legally binding. Its weight comes from the fact that every member, including the five permanent members, has agreed to it.

The Foreign Office said the statement gives the Council an important shared reference point for its work on easing tensions, supporting dialogue and advancing peaceful and lasting political solutions. It added that the adoption reflects Pakistan’s continued commitment to multilateralism, dialogue and diplomacy.

Pakistan is serving a two-year term as a non-permanent member of the Security Council for 2025-26. The statement is the latest in a run of Council activity led by Islamabad. In October, Pakistan used its Council seat to condemn Houthi attacks on Saudi Arabia and to press the case for the protection of civilians in Gaza, a debate that also covered UNRWA and the situation in the occupied territories.

The adoption comes at a tense moment for the region. The Houthis have denied targeting the Madina region after a Saudi claim, and the United States and Israel have drawn up strike plans on Iran after the American midterm elections. Against that backdrop, Pakistan and Britain agreed this week to deepen cooperation on security, trade and migration, with Dar meeting British minister Dan Jarvis in Islamabad.
