National Assembly Bills Pass Before Quorum Ends Sitting

The National Assembly bills passed on Monday covered study centres, school examinations, travel agencies, tourist guides, hotels and films. The house cleared them clause by clause, then ran out of members. A headcount showed the house short of quorum, and the sitting was adjourned until 11am on Tuesday.

The sitting took place in Islamabad on Monday, October 26, 2026, and was reported in Dawn’s October 27 edition. Attendance was thin, and a resolution against India’s actions in occupied Kashmir was left over because the sitting ended early.

The National Assembly bills passed on Monday

Six bills passed without dispute across the reports of the sitting. They were the Pakistan Study Centres (Amendment) Bill 2026, the Federal Board of Intermediate and Secondary Education (Amendment) Bill 2026, the Travel Agencies (Amendment) Bill 2026, the Pakistan Tourist Guides (Amendment) Bill 2026, the Pakistan Hotels and Restaurants (Amendment) Bill 2026 and the Motion Pictures (Amendment) Bill 2026.

Interim PTI chairman Barrister Gohar Ali Khan rose on a point of order while the bills were passing. The speaker asked him to wait until the bills were through. Then MNA Sohail Sultan pointed out the lack of quorum. The speaker had the bells rung for five minutes, a headcount followed, and the house was found short of members. The sitting was adjourned until 11am on Tuesday.

Why the count differs between reports

Reports disagree on the seventh bill. Dawn lists seven bills as passed, and its seventh is the National College of Arts Institutes (Amendment) Bill 2026. The state news agency APP lists a different seventh bill, the Frontier Constabulary (Re-organisation) Bill 2025, and says the National College of Arts bill was taken up afterwards, when the quorum was pointed out. Hum News reports six amendment bills passed. The six bills above appear in all three reports, so they are certain; the seventh stays disputed.

A sitting that keeps losing its quorum

The adjournment fits a pattern in the National Assembly this month. The house has repeatedly failed to hold a quorum, and sittings have ended early after opposition members pointed out the shortage. Feature Pakistan reported a similar adjournment in an earlier National Assembly sitting that ended over quorum.

The Punjab Assembly’s sitting in Lahore was adjourned the same day after protests left the treasury benches short of members, as reported in the Punjab Assembly adjournment.

The Senate adopted a resolution on October 26 reaffirming support for self-determination in India-held Kashmir, as reported in the Senate Kashmir resolution and diplomatic passports decision. The National Assembly’s own resolution on Kashmir was put off because its sitting collapsed first.

Ministers or their secretaries

MNA Syeda Amnah Batool asked whether a national plan existed to align university degrees with market needs, and whether internship or industry placement would become mandatory in selected degree programmes.

Parliamentary Secretary Rabia Rahim replied that the government had made a policy under which the Higher Education Commission would not verify the degree of a student who had not completed the required internship. Lawmakers objected that answers were coming from parliamentary secretaries instead of the ministers concerned, and that replies were not to the point.

Parliamentary Affairs Minister Tariq Fazal Chaudhry said parliamentary secretaries enjoyed a minister’s status and could reply on their behalf. The speaker replied that ministers would then have no need to attend. Law Minister Azam Tarar said ministers should ideally answer, but the law authorised secretaries to reply for them. Tarar has defended the government’s position on other recent controversies, as covered in his remarks on governor’s rule.

What the bills mean for readers

For students and parents, the FBISE bill matters most, because the board runs federal-system examinations. For travellers and hotel staff, the travel agencies, tourist guides and hotels bills set the rules for businesses that serve visitors. The motion pictures bill touches film makers and cinemas. None is a headline reform alone, but together they show the house working through routine laws while bigger disputes wait.

What happens next

The house meets again at 11am on Tuesday, when the National College of Arts bill, the Kashmir resolution and the disputed seventh bill remain on the table. The test is whether enough members turn up.
