The Punjab Assembly session in Lahore was adjourned on Monday until 2pm on Tuesday after the government failed to keep a quorum. Opposition members had turned the sitting into a protest against governor’s rule and emergency in Khyber Pakhtunkhwa, and the treasury benches were almost empty when it collapsed.
The sitting, reported by Dawn in its October 27 edition, started nearly two hours late under Speaker Malik Muhammad Ahmad Khan and ended without any legislative business.
How the Punjab Assembly session broke down
Opposition lawmakers stood on their desks and chanted slogans against governor’s rule and emergency in Khyber Pakhtunkhwa. Only ministers Rana Iqbal and Chaudhry Shafaay Hussain were present on the treasury benches before the session collapsed.
Opposition Leader Moin Riaz Qureshi and PML-N chief whip Rana Arshad exchanged heated words. Opposition member Shoaib Ameer then pointed out the lack of quorum, and the sitting was adjourned until 2pm on Tuesday when enough members did not return.
What the opposition leader said
Addressing the house, Qureshi called the government a “Form 47 administration” that had driven Pakistan into severe financial trouble, claiming inflation up 150 per cent and unemployment up 48 per cent over four years, with sharp rises in fuel, electricity and dollar prices.
He claimed India had lifted 370 million people out of poverty over four years while Pakistan sank deeper into distress, calling Pakistan the third-poorest country in the world. Those figures were his claims, not official data in the reports.
He also raised concern over law and order, citing a recent rise in child rape cases, and condemned farm policies that, in his words, forced an agrarian country to import wheat.
On national security, he cautioned against emergency in KP and other provinces and raised alarm over the absence of the KP chief minister, speaker and PTI provincial leadership.
Qureshi said jailed PTI founder Imran Khan was in solitary confinement without basic medical facilities, along with his wife. He alleged victimisation under the Maintenance of Public Order Ordinance, including the arrest of Khan’s three sisters and cousin Qasim Zaman, besides more than 1,400 people across Punjab, and criticised the denial of bail to senior PTI leaders such as Dr Yasmin Rashid and Shah Mahmood Qureshi.
Qureshi closed by reaffirming support for soldiers fighting terrorism and urging the speaker to play a constructive role in resolving the political crisis.
The business left pending
The failed sitting cost the government its legislative agenda for the day: the Punjab Holy Quran (Printing and Recording) (Amendment) Bill 2026 and the Dramatic and Theatrical Performances Bill 2026, plus five ordinances on vagrancy, alternative dispute resolution, industrial establishment and expansion, stamp amendments and public-sector medical universities.
One other item did surface: PPP lawmaker Mumtaz Chang demanded that land in the riverine area be reclaimed, saying those who had committed oppression there should be exposed and hundreds of acres recovered.
Why the KP crisis reached the Punjab Assembly
The Lahore protest reacted directly to the federal government’s actions in Khyber Pakhtunkhwa, where emergency and governor’s rule have set off a running political confrontation. The Human Rights Commission of Pakistan has demanded that the emergency and governor’s rule be lifted and detained leaders released, a call covered in earlier reporting on the HRCP demand.
The Tehreek Tahafuz Ayeen-i-Pakistan alliance has condemned the move as unconstitutional, as reported in the alliance’s condemnation of governor’s rule. Federal ministers have defended the step, with one arguing a PTI ban was no longer needed under governor’s rule, in remarks covered here.
What happens next
The house meets again at 2pm on Tuesday, when the government must show it can keep a quorum for the pending bills and ordinances. A repeat failure would deepen the treasury’s embarrassment. The centre is managing KP directly for now, as shown by the prime minister’s visit to Peshawar under governor’s rule, but the Lahore sitting shows the political cost of that course is still being counted in provincial assemblies.
Why was the Punjab Assembly session adjourned?
The government failed to maintain a quorum. Opposition member Shoaib Ameer pointed out the shortage, and the house was adjourned until 2pm on Tuesday.
When does the Punjab Assembly meet again?
At 2pm on Tuesday, October 27, 2026, when the pending bills and ordinances can be taken up if a quorum is present.
