University internships mandatory across Pakistan, NA told
Internships have been made mandatory at universities across Pakistan to give students practical experience and improve their employment prospects, Parliamentary Secretary for Federal Education and Professional Training Rabia Naseem Farooqi told the National Assembly on Monday.
Responding to questions during Question Hour, she said Pakistan has 282 universities, including public and private institutions. The mandatory internship requirement was introduced in 2023.
That date matters. The National Assembly statement is a restatement of an existing requirement, not a new rule announced in 2026. Students and universities should therefore read it as confirmation of a policy already in place, rather than a change that starts this semester.
Three credit hours for internships
Three academic credit hours have been allocated for internships relevant to students’ degree programmes. The Higher Education Commission is responsible for ensuring that universities implement the requirement.
Three credit hours is a meaningful weight in a degree. It means the internship counts towards graduation, not as an optional extra. A student who completes a relevant placement earns academic credit for it, in the same way as for a taught course.
The requirement that the internship relate to the student’s degree programme also matters. A placement should build skills in the student’s own field, whether that is engineering, business, health, law or another discipline. Random work experience would not meet the standard.
The Higher Education Commission’s role is to ensure implementation across universities. That gives the policy a single regulator, but it also leaves open the practical question of how well each university arranges placements, supervises students and assesses their work.
Youth Development Centres at universities
Rabia Naseem Farooqi also told the House that the government had established Youth Development Centres at universities on the directives of Prime Minister Shehbaz Sharif. The centres aim to help graduates prepare for employment.
The centres provide academic and career guidance. They help students learn about job opportunities and employers’ requirements, while also facilitating interaction between students and industry representatives.
That link between universities and employers is the weak point in many degree programmes. Students often finish their studies without knowing what employers expect, and employers often complain that graduates lack workplace skills. A centre that brings the two sides together can help, but only if it offers real employer contact rather than general advice.
Why internships matter for jobs
Employers value workplace experience because it shows a graduate can work in a team, meet deadlines and handle real tasks. A degree shows knowledge. An internship shows how that knowledge is used at work.
For students, a relevant placement can also lead to a first job. Employers often hire interns they have already trained, and a strong placement reference can carry weight in a first job application.
The policy therefore aims to strengthen links between universities and the job market so that young people can access employment opportunities after completing their education. That aim is sound, but its success will depend on the quality of placements available, especially for students at smaller universities and in smaller cities.
The National Assembly statement confirms the framework: mandatory internships, three credit hours, Higher Education Commission oversight and Youth Development Centres for career guidance. The next question is how consistently universities deliver on it.
