Islamabad Police Officials Booked in Rs1.4m Case

Four Islamabad police officials booked over the alleged looting of cash and valuables worth more than Rs1.4 million and the illegal detention of a man.

Sumbal Police Station registered the first information report on the complaint of Owais Butt, after the Islamabad High Court ordered police to register the case, as reported by ProPakistani.

The case is at an early stage. The officials named in the report have been booked, but no court has yet decided whether the allegations against them are proved. The allegations must now be tested through investigation and through the courts.

What the complaint says

According to the report, the incident took place at Owais Butt’s dera in Islamabad’s Sector F-12 on August 19. A guest called Owais to report a quarrel between his servants and neighbours, and his cousin, Khawar Butt, reached the premises.

Khawar allegedly found police officials and two other people searching the property and breaking doors. When he objected, the station house officer allegedly held him at gunpoint and took his mobile phone.

The suspects allegedly took Rs475,000 in cash and valuables worth Rs1 million. They then took Khawar to the police station, and he was released the following morning.

Owais alleged that police also registered a false case against him over the quarrel. He obtained bail before arrest the next day, and the court later quashed that case after its complainant expressed ignorance about it.

Islamabad police officials booked: how the case was registered

Owais then petitioned a court to seek a case against the police officials and the other suspects. He said police failed to register the first information report despite a court order, and he approached the Islamabad High Court.

The High Court also ordered police to register the case, and the report was then registered at Sumbal Police Station. The long route to registration is now part of the record, and it will matter as the case moves forward.

The case was registered under sections 506(ii), 427, 190, 166 and 167 of the Pakistan Penal Code. These provisions cover criminal intimidation, damage to property, threats meant to stop a person from seeking legal protection, and public servants who disobey the law or prepare incorrect records with intent to cause injury.

Why the court orders matter

Cases against police officials often face a practical problem. The same institution that must investigate the complaint is the institution to which the accused belong. That is why complainants in such cases often turn to the courts for an order to register a case. In this case, two levels of court orders were needed before the report was registered. That fact alone does not prove the allegations, but it does show why the complainant had to fight for a formal investigation.

What happens next

Investigators will collect statements, check records, and test the claims in the report against evidence. The accused officials will have the chance to present their version of events, and the courts will decide the case on that evidence.

For readers, the key point is restraint. An FIR is an allegation, not a verdict. The officials named in it are accused, not convicted, and the case could end in conviction, acquittal, or withdrawal depending on what the investigation finds.

The case also raises a wider question about police accountability in the capital. When citizens allege misconduct by officers, the system must show that it can investigate its own people fairly. This case will be watched for that reason, as much as for its own facts.
