K-P Human Rights Portal Planned

K-P Plans Digital Human Rights Portal

Khyber-Pakhtunkhwa plans a shared digital portal to link the province’s human rights bodies and make complaint redress faster and easier to track. The plan was set out by Samar Haroon Bilour, adviser to the K-P governor on information and public relations.

In a statement issued from her office, Bilour said effective protection of human rights requires stronger coordination, information sharing and joint strategies among relevant institutions. The provincial government is focusing on connecting all human rights-related bodies to a common digital portal and making the complaint redressal mechanism more efficient.

Various government departments already perform their duties within their legal jurisdictions, she noted. The problem is not that institutions do not exist. It is that the absence of an effective coordination and information-exchange system can cause delays in resolving complaints and lead to duplication of efforts.

Why coordination fails now

A person with a human rights complaint in K-P may need more than one body to act. Police, the Social Welfare Department, ombudsmen and other human rights bodies each hold part of the picture, and each works within its own legal mandate.

Without a shared system, a complaint can stall between institutions. One body may not know what another has done. Two bodies may start work on the same complaint. The complainant, meanwhile, has no single place to check progress.

That is the gap the portal is meant to close. Bilour said the proposed joint digital portal will address these gaps by making the process faster, better coordinated and more effective.

How the portal would work

Under the plan, no new parallel institution will be created. Instead, existing bodies will be linked through a shared digital system, while each organisation continues to work within its legal mandate.

The portal will handle the full life of a complaint on a single platform. It will enable receipt of human rights complaints, their referral to the concerned institution, progress monitoring, and recording of final outcomes.

Institutions including the Social Welfare Department, police, ombudsmen and other human rights bodies will be integrated into the portal. The aim is that complaints reach the right authority promptly and progress can be effectively tracked.

For a complainant, the practical change would be simple: one entry point, one referral route, and a record of what happened at each stage. For the institutions, the change would be shared information instead of parallel files.

What stays the same

The plan does not change who decides a complaint. Each body keeps its legal mandate and its own authority. The portal links those bodies. It does not replace them, and it does not create a new authority above them.

That distinction matters. A shared system can speed up referral and tracking, but it cannot by itself settle a complaint that turns on disputed facts or contested law. The outcome still depends on the institution with jurisdiction over the case.

No launch date, budget or technical partner was given in the statement. Those details will decide whether the portal becomes a working system or remains a plan. The test for residents will be practical: whether a complaint filed through the portal moves faster, and whether its progress can actually be seen.

For now, the announcement sets the design clearly. One platform, existing institutions, complaints tracked from receipt to final outcome, and no new parallel body.

What is the K-P human rights portal?

It is a proposed shared digital system linking the province’s human rights-related bodies, including the Social Welfare Department, police and ombudsmen, so complaints can be received, referred, tracked and closed on one platform.

Will a new institution be created?

No. Under the plan, no new parallel institution will be created. Existing bodies will be linked through the shared system and will continue to work within their legal mandates.

Why does K-P need the portal?

The adviser said the absence of an effective coordination and information-exchange system can cause delays in resolving complaints and lead to duplication of efforts among institutions.
